U S Lottery?
fr Why Not Asks
Revenue Man
SPRINGFIELD iii Aug
29—(UP)—V Y Dal !man
collector of internal revenue
for downstate Illinois has
been samplingvublic opinion
on a national lottery in his
many appearances on the
knife and fork circuit
through the state
The white-haired sprightly
Dallman is widely known in Illi-
nois and the Midwest A leaiing
layman in the Episcopal church
editor of the Illinois State Regis-
ter at Springfield and author of a
column "Lighter Vein" that is
read widely in his newspaper
Dallmar is in heavy demand as a
speaker He rides the banquet cir-
cuit an average of twice a week
either in his capacity as internal
revenue collector or as a cheer-
ful gag-loving toastmaster or
both
One of tne most startling rev-
elations to most audiences hc
says is the fact that in the south-
ern district of Illinois alone slot
machines contribute approximate-
ly $7000000 annuallm to the fed-
eral treasury
Pernicious Form of Gambling
And while on the subject Dall-
man raises the topic of a national
lottery carefully pointing out that
he is not advocating it but merely
offering it as food for thought
He suggests that if citizens see
no moral objection to helping run
the government on taxes from slot
machines they should not object
on moral grounds to a lottery
"The slot machine or one-armed
bandit is one of the most per-
nicious forms of public gambline
that I know" Dallman said "Not
long ago an absconder admitted
that he stole large sums of moneV
to satisfy his craving to play slot
machines And where they exist
as is the case with all forms of
public gambling there is inevit-
able private and official craft
"This sounds like an argument
In favor of the national lottery
and it that be treason make the
most of it!"
U M Taxes Each Machine
Daliman points that in lii dis-
trict there were 17762 slot ma-
chines in operation in 4254 tav-
erns and night clubs during the
Past fiscal year Each slot mach-
Me is taxed $100 annually foe a
total of $1 276 200 which goes into
the federal treasury
"But that's only the beginning"
lie says "Experts in estimatine
and collecting income taxes liPtire
that those slot machines will show
an average gross annual income
of $2000 apiece They 4110 figure
that after deductions are made
for upkeep and other olsti
ject to exemption the total tax-
able income from one-armed ban-
dits in the district last veal' was
approximately $22000000
"And the income tax on that

One way to eliminate completely the "hack-sent driver" is to have
a car like the freak pictured above parked in a Chicago street
Created by Pvt Charles Breed of Paw Paw Mich it has two

Joint Control to
Boost Nazi Coal
WASHINGTON Aug 29
—(UP)—Flan s to join the
British and American zones
in Germany are far advanc-
ed and should be announced
shortly state department of-
ficials said Thursday
The conversations for economic
unity between the two zones are !
taking place in Berlin but are I
being closely followed by officials !
here
Keynote in the plan is expected
to be a drive to boost coal produc-
tion in the northwestern region !
now under British control
British offieials reportedly have
been unable thus far to push coal
production anywhere near pre-
war levels U S officials predict
that one of the chief benefits to
come from unification will be ap-
plication of American mining
know-how
At least one important differ-
ence between American and Brit-
ish occupation policy remains to
be settled British administra-
tors have attempted what was
described as 'across-the-boards"
revival of Germany economy
This policy represents an effort
to re-open coal mines concurrent-
ly with reconstruction of rail-
roads stimulating steel produc-
tion and other manufactures
U S occupation officials re-
gard this attempt as foredoomed
to failure They have urged that
all effort be concentrated now
solely in boosting coal output and
manufacture of mining equip-
ment In this way they believe
reconstruction of other industrial
enterprises would be possible in
time on a firmer footing
