Roy Grimes Warns Of Complacency
Over Proposal To Divert Road Funds
Roy Grimes Elmore City

commissioners association to
day issued a warning against
complacency in smaller cities
and towns over Gov Edmond-
son's proposal to divert county
road funds to the state high-
way department
"The governor's attempt to
grab secondary road funds fail-
ed in the legislature" Grimes
said "but he has declared his
intention of carrying the meas-
ure over the heads of this elect-
ed body He says he will initiate
petitions to make the road fund
diversion subject of a referend-
um vote after legislative ad-
journment" The spokesman for Minty
commissioners said the governor
is being egged on by those who
want a great deal more money
for the state highway depart-
ment "The same ones who have
been preaching need for a gi-
gantic bond issue were also
leaders in trying to grab money
which now provides us school
bu3 and mail route facilities"
he said "They have not proven
a need for this vastly greater
amount of highway money but
they seem determined to get it
by one means or another"
Grimes predicted that those
favoring the placing of all
county road funds in the state
highway department would in-
clude other proposals if a ref-
erendum vor is taken
"In an ttbrt to get this
money they will likely include
other proposals they consider
popular in hope of turning out
a favorable vote" he said "Bas-
ic thing they are after how-
ever is control over the $29-
million yearly now being spent
on county roads
"Alone we are confident this
measure would be strongly op-
posed in the cities as well as
rural areas People simply don't
have that much faith in the
state highway department's a-
bility to supervise every rural
road properly
"By adding other questions
however they hope to confuse
the main issue and carry a ma-
jority vote"
Grimes declared f arm er s
ranchers and small town busi-
nessmen are lining up solidly
against the governor's proposal
Farmers Union Farm Bureau
and Milk Producers Associations
are among groups publicly op-
posed "Removal of secondary road
building and maintenance from
local control will hurt small
town business" Grimes said
"It would also be crippling to
farmers forced to drive longer
distances to do their marketing
in order to use decent roads
"There is no real basis for
claims the state highway de-
partment would administer to
rural road needs more efficient-
ly than local elected officials
who share these roads with
their constituents At present

the tax commission gave the

exempt the farm items
Sales tax exemption climaxes
a battle started in 1013 by Ok-
lahoma Farm Bureau joined in
recent years by other farm or-
ganizations The law was passed
in 1057 but a referendum pe-
tition by pension promoter Ora
J Fox kept it tied up since
Farm Bureau president Lewis
Munn said the petition by Fox
had cost the six cooperating
farm organizations in excess of
$20000 plus thousands of man-
hours of work in circulating a
'ounter-petition And in checking
the validity of the Fox petition

A $974000 bond issue to fi-
nance construction of a hospital
was approved by Midwest City
voters Tuesday by an over-
whelming majority

listed 823 votes in favor of the
issue and 197 votes against

"It seems Midwest City

"Quinlan kept telling us Mid-
west City wants all the area
but I talked to him for over
an hour and never did hear him
say they were ready to give
anything in return" he added

area checked with The News
today to see if Spencer town of-
ficials had run a "formal an-
nouncement" of the 'resolution
proposing annexation
A thirty-day protest period is
allowed for citizens of the area
to file protests if they do not
wish to be annexed to Spencer
