Program is being sponsored by the
State Department of Health headed
by Dr C M Pearce Health Com-
missioner acting as agent for the
United States Public Health Service
and the State WPA set-up Teen
Meal supervision is under the di-
rection of H J Darcey State San-
itary Engineer and H U Payne As-
sistant State Director of Community
Sanitation
The State's allotment of funds to
carry on the sanitation work is $20
097000 The object of the entire pro-
gram is the prevention and control
of certain filth-bourne diseases suer
as typhoid fever dysentery diahrrea
etc Since it is possible to contract
these diseases only by eating awl
drinking germs coining directly from
the : body wastes or excreta of afflic-
ted persons and such germs being
spread by flies or surface water crain-
age to food and water supplies of
the public at large the entire pro-
gram will be directed to the end
of substituting Sanitary Fly-Proo:
Pit Type Toilets for the open unsan-
itary and filthy toilets now In exis
tance Much research has been done
along this line by health authorities
and it is entirely possfzile to eradi-
cate these deadly diseases by suet'

Farmers Will Receive Ten Cents A
Pound Loan On Cotton Adjustment
Payments Limited To Two Cents

STILLWATER Sept 2—(Special )—Oklahoma cotton growers
will be able to borrow ten cents on their cotton instead of the
previously announced nine cents and the money will be available
just as soon as it is possible to get the machinery under way says

of the adjustments under the ten-
cent loan plan will enable each
farmer to know exactly what he will
get for his cotton the day he sells

Daily Market Basis
Instead of making payment on the
basis of the four-month average for
the ten spot markets as formerly
announced payment will be made on
the basis of the average market
quotation for the day on which the
grower sells his cotton This means
that if a farmer sells his cotton on
a day when the ten spot markets
averaged 115 cents he will receive
a benefit payment of one and one-
half cents for all cotton sold on that
day regardless of what he received
on his own market
Adjustment cotton will remain in
the farmer's possession and he will
be allowed to sell it at any time
he wishes at a price at least suf-
ficient to repay the 10-cents loan
The loan will be without recourse on
the borrower Any grower cooperat-
ing with the AAA will be able
to obtain a loan without delay and
will thus be put in a position to mar-
ket his cotton over a period of time
to the greatest advantage
May Hold Market
This places the farmers in a pos-
ition to bargain for satisfactory
prices continued Trent and it is not
likely that they will flood the mar-
ket while the government is guar-
anteeing them the equivalent of 12-
cent cotton
Trent also emphasized the fact
that the new plan of allowing the
farmer to market his cotton as he
wishes permits the free movement of
the crop into trade channels and at
the same time protects the grower
from having to "dump" his cotton or
a glutted seasonal market
The cotton situation looks more
hopeful than at any time during the
past five years said Trent Cooperat-
ing producers are guaranteed a fair
price for that portion of their crop
for which they have a 1935 Bank-
head allotment and China and
Egypt are reporting below normal
production
China's Crop Short
China's crop is expected to be
more than 15 per cent under last
year Egyptian growers increased
their short-staple crop five per cent
this sear but reduced their "quality"
cotton acreage Land planted to the
long-fibre Sakellaridis has been re-
duced about 29 per cent and acreage
devoted to medium length fibre cot-
ton is 21 per cent less than in
1934
The 1935 crop for the United States
is estimated at 11798000 bales De-
partment of Agriculture officials re-
port that at present levels of world
consumption domestic and foreign
mills will probably require at least
11500000 bales of the 1935 crop and
that with kss than 1000000 bales
of free cotton in the hands of the
trade a strong buying movement is
likely to result
