WASHINGTON UP — A blueprint
for a multi - million dollar attack
on the problem of depressed areas
is ready for President-elect Ken-
nedy Kennedy appointed a task force
headed by 1:enator Paul Douglas
of Illinois to draw up the plan so
he could carry out one of his key
campaign promises to help chron-
ically distressed areas typified by
the coal fields of West Virginia
Douglas repealed last night at-
ter a seven - hour meeting of the
group' that all substantive ques-
tions have been more or less re-
solved with only some of the lang-
uage remaining to be redrafted
He said no further meet ings
would be needed before the report
is presented to Kennedy on Jan-
uary 2nd a day later than pre-
viously planned Douglas declined
to give any details of the p 1 a n
Saying the group was created to
advise Kennedy and it would be
up to the President-elect to release
the report if he wishes
But informants who took part in
the meeting said it contained three
major parts:
(I) Doubling the amount of sur-
plus goveinment food distributed
to the needy in depressed areas
(2) A temporary increase in un-
employment compensation bene-
fits (3) A long range program de-
signed to put new life in areas of
chronic unemployment

Expects Fourth
Child in June
OKLAHOMA CITY (RI — Gover-
nor J Howard Edmondson and his
wife are expecting their f ourth
child the latter part of May or
early June
The child will be the first ever
born to a governor of Oklahoma
during his term of office
Edmondson made the announce-
ment at a news conference this
morning He told newsmen he
evaded questions on the subject
last week so that his wife could
break the news to the family first
The governor said "She wanted to
announce it to the kids and t h e
family Christmas She told the kids
on Christmas Eve and then told
the rest of the family"
The governor and his wife have
one boy 13-year-old Jimmy and
two daughters 11-year-old Jeanne
and eight-year-old Patty
Edmondson said he and his wife
have no preference on whether the
fourth child is a boy or a girl but
just want the baby to be "a heal-
thy one"

accidents
Their deaths and two others last
night raised Oklahoma's 1960 high-
way fatality toll to 649 compared

Osborn of Durant died this morn-
ing in a Durant hospital of injuries
received Monday The highway pa-
trol said Mrs Osborn was driving
alone on State Highway 48 south

dustrial South The strikers are
protesting against the govern-
ment's new austerity program
Union leaders said that an esti-
mated 60000 workers in Antwerp
had gone on strike or were locked
out or blocked from going to work
The demonstrators In supprt of
the eight day general strike are
trying to unseat the government of
Premier Eyskens claiming the
new stringent economic policies
are hurting the workers
Brussels appears to be under
virtual military siege with police-
men camped in the central pub-
lic park opposite the parliament
and royal palace and in front of
the opera house
In the town of Liege in the sou-
thern industrial area the railroad
traffic chief was found injured on
a street near the station And at
the Liege Post Office a picket
line of 40 women tried to prevent
the postmen from going to work

Plane Hit By
Machine Guns
VIENTIANE Laos UPI — An un-
armed U S plane is reported to
have been hit by machine gun fire
while observing Soviet air-drops to
Pathet Lao rebels yesterday
The American military attache's
office said today the gunfire may
have come from a Soviet transport
plane No one was injured aboard
the twin-engine Dakota belonging
to the U S Air Force Attache in
Saigon South Viet Nam The plane
carried Major Armand Riser As-
sistant Military Attache and a
crew of four
The plane hit in the left engine
and fuselage made it back:to Vi
entiane
The attache's office said the
plane was making a reconnais-
sance flight of Soviet airdrops to
the pro-Communist Rebels at
Vangvieng 65 miles north of VI
entiane at the request of the Lao
tian government
Riser who was making a visual
reconnaissance from his plan e
saw an Ilyushin 14 dropping equip-
ment over Vangvieng

"He flew over on top of the Soy
let plane to see what type of equip-
ment it was dropping When he
was over the Soviet plane he re-
ceived small caliber probably 30

Charged with murder in the fa-
tal shooting of Lanman last August
are 23-year-old Shelby Doggett of
Sweetwater Texas and 19-year-old
Ronald Lockwood of Altoona Penn-
sylvania The county court preliminary is
the second for the two men Dog-
gett and Lockwood were bound
over to District Court for trial in

fense attorneys argued that some
witnesses called for the original
