WASHING'rON—(NEA)---"The welfare of American farmers
depends on the export market" says US Secretary of Agri-
culture Orville L Freeman This is why he has met four times
this past month with officials of the European Economic Com-
mumty—France Germany Italy Belgium Luxemburg and the
Netherlands—in an effort to safeguard traditional AlnitritS11
markets against competition from increased internal trading
In Europe's new Common Market
LAST YEAR THE UNITED STATES exported $11 billion
worth of farm products to these countries The exports were
principally hard wheat feed grains cotton tobacco rice and
poultry
By contrast the United States Imported only $220 mil-
lion worth of agricultural products from western Europe
They were principally wine cheese prepared meats veg-
etable oils and specialty items like bulbs and greenhouse
stock
The inequality of this trade In both volume and commodities
leaves little room for bargaining The European countries are
nevertheless pressuring the United States to reduce tariffs
against their agricultural products and reduce quotas against
products such as cheese in surplus supply here
For its part the United States wants assurances that It will
retain its traditional markets for farm exports It also wants
assurances it will get its share of any expansion in Europe's
markets as the standard of living and the purchasing power of
its people increase
ONE OF THE BIGGEST DIFFICULTIES is that all the Com-
MOn Market countries now have productIon subsidies for their
own farmers This is much like the US price support system
The subsidy runs as high as $350 a bushel on German-grown
wheat
Some of the European countries have dropped hints
that they might Introduce a new system of variable import
fees to maintain prices for their own farmers
For example if the six-country average support price for
European-grown wheat was the equivalent of 2 a bushel and
If the world market price was $150 a bushel a fee of 50 cents
a bushel would be charged on all wheat imported into the
Common Market
This would be on top of any Import tariff the European coun-
tries might retain And it would be on top of any export sub-
sidy which the United States might pay to move its surpluses
The fee would be a most difficult trade barrier to overcome
For the world price efyvheat varies from day to day 'Me as

THE EUROPEAN COUNTRIES have not yet decided they are
