Losses if Excise Taxes
I Bit PETZE JERSON
I NEA Washington Correapondent
w ASHINGTON—(NEA)—There are a lot of misconceptions about
what this proposed reduction of wartime excise taxes is going
1 to do
' Most of the agitation—by House Republican leader Zoe Martin
Sen Kenneth Wherry and others—has been directed against the 1043
increased takes on transportation communications and the luxury
items like furs jewelry and cosmetics -
If only the wartime increases are repealed on the 12 items to which
the war excise taxes were applied the net loss to the IL S Treasury
will be in the nature of 9775000000 a year While this is 340ple
three-quarters of a billion dollars it would be natural to assume that
I
4 if these taxes are cut some other taxes will have to be raised by a
similar amount to make up the loss

J
IFrom this tabulation it will be seen that restoring the excise tax
rate on admissions to the prewar or to pre-I943 tax law levelswould
4111 leave the Treasury collecting approximately 2193000900
IIf all 12 of these federal sales taxes paid by consumers were com-
pletely repealed U S revenues would be cut by 91728000000 So
far nobody has proposed that these taxes be cut that much
IINHERE is one theory that if these excise taxes were completely re-
-11- pealed sales in these fields of business would increase There is also
an assumption that tax collections on these items might even -increase
- if the rates were lowered slightly or back to the prewar levels But
these experiments would have to be tried to prove the theories tight
A II they were wrong the government's financial position might be
worsened by over-cutting -
'The taxes listed above are of course not the only excise taxes which
the government -collects There 4tre manufacturers' excise - taxes
paid directly to the government by the manufacturer These taxes are
"absorbed" or at least included 4n the retail pricepaid by the con-
sumer ashicklen taxes- Gasoline liquor and tobacco taxes are the
principallexamples of this type of taxation -
Tobacco taxes were not increased by the 1943 tax law thouglisthey
were increased by the 1942 law Liquor taxes were Increased by the
4943 law and in 1949 they yielded 92211000000
Whether' dr not Congress will cut back these taxes is anybody's
guess Committee for Economic Development which has recom-
mended that federal excise taxes be cut back "about 91000000" next
year is on record that ultimately thafileral government should tax
)nly liquors tobacco and gasoline
to be heavier than they are
Said Preident Truman in com-
menting on the work of the Chil-
dren's Fund:
"The establishment of lasting
peace depends In large measure
upon whether these children who
will shape the future have heal-
thy bodies and a normal and
happy outlook on life"
Senators and congressmen con-
eider these children well before ri
you slice a single dollar from the
program to help them They don'tlo:'

vote in American elections in- '(""
deed they have no politics at all
But the kind of men you ' assist 1
in making them may determine
whether you own children will
