A--a'lINGTON--(NEA)--It can now be revealed that for the past
" year Hungarian nationals have been active in setting up a secret
$6000000 small arms and machine gun manufacturing plant in the
Dominican Republic This is Dictator Rafael Trujillo's little country
which with Haiti shares the Caribbean island between Cuba and
Puerto Rico
There has been no previous news about this new arms plant in
the Western Hemisphere Eut the successful establishment of this
factory by European nationals in 1948 may set the pattern for fur-
ther enterprises of the same sort And this has an important bearing
on the $1450000000 Military Assistance Program now before Congress
Ninety-five per cent of this arms aid would go to Old World coun-
tries But there is one item of $100000000 which has parteuler in-
terest to Latin-America This is section 6-e of the bill which would
authorize the U S Armed Services to order and buy American-made
arms for foreign governments These arms would be paid for by the
foreign governments on delivery All the arms aid bill would do is
provide a kind of revolving fend and credit to dnance their manu-
facture B EF On E World War II most Latin-American countries used Euro-
peen arms This was a cause of considerable trouble to the U S
in combating Fascism and Nazism in the Western Hemisphere
Peru VMS slanted towards Italy when it bought arms from Mus-
solini Bolivia was slanted towards the Nazis when it bought German
arms and had German military advisers' Up to three-fourths of the
arsenal machinery and equipment used in the Argentine Chile
Brazil and many of the smaller republics were of German or other
European makes European citizens were usually hired to set up these
plants They remained to operate them for the various governments
Durirg World War II American Lend-Lease -arms began to sup-
- plant this equipment Sales of U S surplus arms have furthered the
replacement U S military missions are now accredited to most
Latin-Americen republics But if a Hungarian arms plant is now to
be put in full operation in the Dominican Republic it may lead to
many international complications and make more diMcult the keep-
ing of peace in an already troubled area

Vilmee Lotsos and Pal Kiraly The Dominican government was c-
