Babson Sees
Water From
'Toll' Rivers
The future will see the great
Midwest and Southwest nearly to
the Rocky Mountains using water
from Canada and the Great Lakes
region This is the opinion voiced
recently by Roger W Babson na-
tionally known writer and indust-
rialist Ile points Out that the area has
the potential of becoming the
"bread basket" of the entire Uni-
ted States It has good soil much
sunshine and in some years plen-
ty of rain "Unfortunately" he
says "the dry years and the lack
of regulated water supply holds
back agriculture handicaps indus-
try and makes business activity
vary fluctuating"
The western part of Canada is
blessed with heavy rainfall This
water collects in four lakes: Great
Bear Great Slave Athabaska and
Lake Winnipeg These are part of
a tremendous system carrying this
fresh water into the Arctic Ocean
lIere the water is not only wasted
but dangerous fogs are created
which affect ocean navigation and
the climate of various regions
Babson believes an artificial riv-
er will some day be constructed
to bring this water to Iowa Neb-
raska Kansas and Oklahoma
Another more elaborate "dream"
on the subject is that as soon as
the federal government completes
Its proposed national highways
and toll roads for automobaes it
will immediately start on a simi-
lar program for water This plan
envisions three north and south
"toll" rivers being built One along
the west side of the Rockies to
supply Arizona New Mexico and
Southern California A second east
of the Rockies would supply the
Great Plains area A third chan-
neling water from the Great
Lakes would supply the Midwest
Still another theory on the sub-
ject called the Sexton Plan for
the Mississippi Basin envisions a
canal starting in the Black Kills
country of Wyoming at the east-
ern edge of the Rockies and fol-
I owing the -mountains south
through Eastern Colorado the
Oklahoma and Texas Panhandles
Into West Texas and to the Gulf
Latteral canals would spread the
water over the area to the east
of the main canal
The News ixlieves there is mer-
it and realty in- these "dreams"
and that something of this kind
Probably will be a reality during
the 50 years ahead

organized in Boise City in 1927
