July Adjournment Seen
Despite being faced with several
difficult problems it now appears
the legislature wi'l adjourn about
July 7 By this date they should
be able to come up with answers
to the money problems facing the
state These answers are the key
to adjournment
With the liquor control bill for
practical purposes out of the way
a proper estimate of the total
revenue the state will receive dur-
ing the next two years can be
made On the basis of this esti-
mate the legis'ature and the gen-
eral conference committee on ap-
propriations made up of 15 house
members and 15 senators are now
dividing up the money for various
state agencies
Considerable criticism has been
expressed because of the lengthy
session of the 27th Oklahoma legis-
lature however there are good
reasons for the legislature staying
in session so long
Probably never before has a

governor adopted or suggested af-
ter coming into office and were
not part of the program on which
he ran for office
Some part of the governor's pro-
gram he himse1 backed away
from or lost enthusiasm for it
An example is the district attorney

Primarily however the lack of
funds for road construction sterns
directly from Governor Edmond-
son's agreeing to commit such a
great portion of available money
to common schools that little was
left for anything else The program
of trying to secure financing of
new turnpikes by pledging gasoline
tax revenue is merely an off-
shoot from the original proposal
of the governor for a highway
construction bond issue
Writing effective legislation on
any subject is a time-consuming
task But consideration of the
liquor control bill was a major ac-
complishment of this legislature
Regardless of whether the law is
entirely effective or whether it is
satisfactory to the people after
being in operation the legislature
is due a tremendous amount of
thanks for the effort thinking and
time involved As nearly as can be
determined some 550 different
amendments were lffered and con-
sidered to the original bill introd-
uced While the liquor control law I
may not be entirely perfect it is
generally agreed it is a better law
than when it was introduced
Another thing causing the sen-
ate to be reluctant to adjourn too
speedily is desire to receive sev-
eral key appointments from the
governor Reports are that Joe
Cannon who as state safety com-
missioner for a few months used
the highway patrol to attempt to
dry-up the state prior to the repeal
vote is still being considered as
the liquor control director This
possibility is causing several sen-
ators to hold out for a Ltgislature
recess
Reports persist that several de-
partment heads of major state
agencies are due to be fired by the
governor as soon as the legislature
goes home These reix)rts also
fuel tall: for a recess Some of the
mon leported in line to be "axed"
by the governor are men who have
served under several governors
and are respected career men well
versed in their work
