Tait' by Foe
OKLAHOMA CITY UTE) — Bran-
don Frost Woodward president
of Oklahomans for Local Govern-
ment said Monday Gov Howard
Edmondson acted in "bad faith"
when he changed his county road
petition from a constitutional to a
statutory measure
Frost said the bill may be
changed by the legislature at will
even if passed by the people
"The so-called right-to-choose
provision is nothing but bait"
Frost said "It can be changed
anytime without consent of the
people The governor watered
(town his original version hoping
to ease some fire on the meas-
ure" Frost charged the proposal to
make Oklahoma's Highway Com-
mission a constitutional board
would give the state "the most
political highway commission in
the nation" Ile said only four
states now have constitutional
highway commissions
"One of these is Louisiana
whose highway commission is
very similar to that the governor
purposes It is highly political and
Louisiana citizens will vote in
about six weeks on a proposal to
get rid of that system"

Pennsy Trains
Bath on Tracks
PHILADELPHIA WIT — The
giant Pennsylvania Railroad was
back in operation today
Along its 10000 miles of tracks
in 13 states passengers boarded
trains they had not seen or been
able to use since Sept 1—when
the strike paralyzed the railroad
for the first time in its 114-year
history
The vanguard el 72000 railroad
employes idled by the walkout re-
turned to ready the line for full
resumptien of service passenger
and freight later this week
Wheels of "pilot" trains were
clearing tracks of accumulated
rust and signals were being check-
ed late Monday following the sign-
ing of an agreement between two
unions and the railroad at 4 pm
which officially ended the strike
But there was a price to pay
James M Symes chairman of
the bowl for the line estimated
the total loss at 54 million with
the railroad losing $40 million in
revenue and the employes $14 mil-
lion in wages
Both sides declared themselves
satisEed with the final agreements
which puts the nation's largest
railroad hack in business
The settlement directly affect-
ing 13000 TWU members and 5-
000 members of the AFL Systems
Federation makes provisions for
the first severance !my in the
railroad industry and assures the
unions protection in the line's
"farming out" repair work and
in matters of job classification
and work rules A fourth issue de-
scribed by the company as juris-
dictional between the two unions
will be handled on a job-to-job
basis when it occurs
