LEGALITY OF
ASSIGNMENTS
UPHELD HERE
County Attorney Sam
Colby Renders
Opinion
Belief that assignment and trans-
fer of title on WPA checks cen net
be enforced through the courts and
a charge of embezzlement lodged
against those failing to comply with
waivers to which their signatures
have been signed is erroneous an
opinion handed down by the Coun-
ty Attorney said this week
Any WPA employe who assigns
and transfers title to his check over
to a merchant for either money
- groceries or merchandise is required
under law to turn that check over
to the merchant the report said
The County Attorney cited several
cases of this kind in which convic-
tions had been secured
"It is true that the merchants
themselces can not receive the
clccIs from the paymaster" Sam
Colby said "but any person advis-
WP A employes that they do not
have to deliver the checks after
making assignment and selling the
same to any merchant Is in error
The law will substantiate this state-
ment" County officials urged compliance
with this law saying that it would
strengthen the credit of all workers
save taxpayers prosecution costs
and save the offender a fine or jail
sentence or both

ter States
' Madill's new Federal building
project hit another stump Friday
with the announcement from the
Oklahoma City offices of the WPA
that Marshall County must agrce
to furnish materials before approval
could be granted County Commis-
stoner Cad Turner announced
It was believed to be another flitch
in the long line of failures which
have marked attempts to get the
Federal building through during the
last three years
The statement came on the heels
of thrt made three days ego by
Commissioner W L Winstcn that
the project had been approved It
was found that this approval ap-
plied only to the district office
"It appears from the information
we have" Turner stated "that it
will be almost impossible to put
the plans through At present the
county is without funds"
It v-as originally believed that
approval was a practical certainty
Imufficient funds in the county
will make it almost impossible t3
get the material mentioned it was
said
Disappointment was expressed by
those connected with the project
but the commissioners interviewed
stated their intention of continuing
their drive for the building
Construction of the building was
expected to relieve the crowded con-
ditions in the county courthouse
where five offices are located
