Gels Criticism
rNTD (Ar)—Cov J Howard
Eilmondson's plan to file two
budgets with the legislat ore in
January was criticized today as
"not conducive to holding the line
on new taxes"
The criticism came from Sen
Fred Harris It mho is be-
ing mentioned as a possible can-
didate for governor in 1962
Harris Talks
Ilarris speaking at a land won
reeting of the Enid Binary Club
said:
-The Constitution regnires the
chief executive to file a balanced
budget and the filing of two budg-
ets one $ea million out Of hal-
once with present revenue Is cer-
tainly not conducive to holding the
line on new taxes"
Edmondson says both of his
budgets Will be balanced Ile said
one will be tailored to lit the $217
million of estimated revenue tile
rwxt two years under present tax
S The other vi ill call for tax
increases and more spending The
legislature will he aide to take its
choice or come up with its own
financial program
Moves Offered
Harris made these recommend
ations:
"First vie should tighten up on!
all spending and On all functions
of state government so that they
are as economical and efficient
as possible
"Secondly me should review and
revise all revenue lams into a rev-
enue code to make certain our tax
it is fair and not restric-1
tive to the grovith and develop-
ment ma so sorely need in Okla-
homa" -
Norman Youth
Shoots Himself
A 17-year-old Norman boy who
told his girl friend he was going
to shoot himself in the arm and
that 'It wont hurt Icor much"
was in considerable pain this
morning at Norman Municipal
hospital
One reason was that his aim
proved bad and the slug from
a 22 rine passed through the
upper right part of his chest
His condition however was not
belie‘ed serious
Police found the boy lying on
the floor of his bedroom in the
aouth part of the eity after follow-
frig an ambulance to the secene
A neighbor had nicked up the
rifle from beside tim anti laid it
Cu a table in the living room
Taken to the hospital the youth
first told police the gun had dis-
charged accidentally as he WaS
cleaning it The bullet passed
through Ins body and lodged in
the wall over his bed
