Purpose
These bonds are being issued to provide funds to build
and fully equip a modern fireproof addition to the present
hospital to build a fuel and boiler building and improve
the present buildings The addition is to have a capacity
of sixty hospital beds It is expected to have all these
improvements completed and ready for use by July 1 1927
Adequate surety will be made to guarantee the proper
completion of these improvements
Security
In the opinion of counsel these bonds are secured by first
mortgages on all of the property known as the Wesley
Hospital including real estate all buildings consisting of
hospital four-story modern addition to hospital now being
erected clinic intern building nurses' home and all furni-
ture fixtures and equipment the real estate being 200x140
feet at the southwest corner of 12th Street and Ilarvey
Avenue and 50x170 feet at the northwest corner of 12th
Street and Harvey Avenue ' All property under these
mortgages has been appraised by J H Rucks Manager
of Wesley Hospital Hawk & Parr architects and the
Board of Appraisers of the Oklahoma City Real Estate
Board and as shown by the following statements is valued
at more than two times the amount of these bonds

Free Text Books
In a message delivered to the
legislature in joint session on
Friday January 14 Governor
Henry S Johnston went on record
as firmly committed to the re-
enactment of a state free text
book law
While he stated that he was
never satisfied with the old law
yet he is committed to the prin-
ciple of free text books and asks
the legislature to 'vigorously un-
dertake the problem of again
establishing the free text book
principle in this state"
The message follows:
"To the Honorable the Senate
and Members of the House of
Representatives of the State of
k la Ii on' a Eleventh Legisla-
ture :
"I believe in and am committed
to free text books for all the chil-
dren of the state Such should be
the policy of the state It should
be as well recognized and as fully
established as the free school sys-
tem itself About thirty states
have it in force and effect most
of which have had it for many
years in some of which it works
well in others
"The legislature of 1923 passed
a free text book law The legis-
lature of 1923 repealed it The re

Reports of Wolf and Company who have audited the
books and supervised the accounting of Wesley Hospital for
five years ending September 1 1926 show the net annual
income as $1590300 When the improvements for which
these bonds were issued are completed which will give
sixty additional beds the same company estimates that
allowing for only 25 per cent occupancy of these additional
beds will produce an average net income of $3794500 or
over 74 times the average annual interest payments and
more than two and one-half times the combined average
principal and interest payments

jority the 1925 repeal became ef-
fective "It is claimed by the friends of
free text books that this measure
like several others pending at the
time was lost because of its being
submitted at a time when numer-
ous other weighty matters were
being presented and through the
different diverse interests opposed
to the several measures pooled
their strength in the general effort
to get the people to vote 'no'
whereby the opposition to differ-
ent measures to a considerable de-
gree aided the opposition to
others There is much in this
latter contention
"But there was still another
reason for abolishing the system
as then in force And that is that
the method of its administration
had been virtually turned into a
complicated and expensive system
''For instance up to the eighth
grade arithmetic was divided into
six books geography into six
books grammar into six and six
books in history making 24 books
in all thereby ruthlessly and need-
lessly piling up the cost of such
book system Numerous other in-
surmountable difficulties to the
system then in vogue were every-
where apparent The system so
in force was such that although I
am one of the strongest advocates
of the free text book system
openly endorsed the principle and

The officers of the State Fed-
eration of Labor are in receipt of
a letter from 'Miners Union No
1026 Coalgate protesting against
the proposal to make the chief
and assistant mine inspectors ap-
pointive The letter follows:
"We are advised by our repre-
sentatives in the legislature that
there Nvill be a bill presented at
this session with a view to making
the offices of chief mine inspector
and district mine inspector ap-
pointive offices
"Local Union No 1026 at its
regular meeting voted that it was
opposed to any appointive power
and we are writing you hoping
that you will take this matter up
with the legislative committee"
This letter is signed by Ed
Bertram secretary of the local

ern West 'Virginia fields received
a New Year's greeting in the form
of a 10 per cent wage cut The
