One of the important bills which
passed the House this week was the
bill segregating the surface from
the coal on mineral lands and per
mitting the surface to be entered
under the Homestead lawv and the
coal entered under the mineral laws
This is a new departure in the dis-
position of the public domain and
is one of the important conservation
measures The bill as reported pro-
vided that the prospector and miner
should pay the homesteader any
damages for injury inflicted on the
homesteader’s crops ( of improve-
ments Representatives Ferris of
Oklahoma and Robinson of Arkan-
sas made an effort to strike out this
provision claiming that the same
would - depreciate the value of the
coal Congressman Dick T Morgan
who is becoming recognized as
authority on legislation pertaining
to the disposal of the public domain
and as the champion of the rights of
the homesteaders spoke in favor of
the provision and the Houseby a
big majority sustained him One
paragraph of Mr Morgan’s speech
was m follows: “By giving the man
who wants to engage in agriculture
the surface for a home and the man
who wants to engage in mining the
minerals beneath for development
we have aided two individuals in be-
coming independent and useful citi
tens -we have contributed to the
material growth and development of
our country and thereby added to
the wealth and greatness of the
nation We must have in view the
development of agriculture and the
protection of the homesteader be-
cause after all agriculture is the
very basis of our wealth the great
source of our prosperity and the
foundation upon which rests our
greatness as a nation”

Secretary Linn of the state elec-
tion board is having printed 350000
copies of a pamphlet upon the pro-
posed state capital location bill which
the law requires him to have distrib-
uted to the voters of the state
This pamphlet contains the official
ballot title on this proposition with
instructions to the voter a full copy
of the proposed bill the arguments
of the citizens "of Guthrie and of
Shawnee and of Hon Campbell
RusBell against the bill and W A
Leddetier for the same
Under the provisions of the initi-
ative law it is the duty of the state
election board to distribute through
the county election boards to the
precinct inspectors in every election
precinct of the Btate sufficient cop-
ies of this pamphlet to provide one
for every voter in the precinct
It is the duty of the precinct in-
spector within five days after re-
ceiving said pamphlet to call a pub-
lic meeting of the electors in his
precinct and distribute to them
copies of the pamphlet
This procedure Under the initiative
and refereudum law is new to the
people and very few know anything
about the provisions Every voter
in the state should watch for the
public meeting to be held in his pre-
cinct in order that he may secure
official copies of the ballot title the
bill and the arguments If he is not
able to be at the meeting he should
call upon his precinct inspector for
one of the pamphlets and see that
his neighbors do likewise
Carnegie and Rockefeller advise
the people to save their money
Many people have been under the
impression that these two gentlemen
were performing that function for
