erosion when only Indians popu-
lated the state Rivers and streams
didn't run red with silt from
washed-out land

serves soil and pure water

That is why we must have great
reservoirs of water as well as im-
proving upstream water supplies
In Oklahoma we need to expand
irrigation in order to guarantee
crops even during the dry years
Its true that the large reser-
voirs gather great amounts of
silt Eventually they will fill the
mud but we still need the water
they can accumulate today and
hold for many years to come
Before the large reservoirs fill
with sediment we must do every-
thing possible to eliminate soil
erosion upstream That is the only
was to assure the kind and
amounts of water we'll need in
the future
It can only be done through
careful planning by each individ-
ual farmer in the state All the
city cousins must look to him for
the real solution of their water
problems
Ile is being aided by the Okla-
homa Congressional delegation
and the state legislature I don't
believe any other state is pro-
gressing faster with repairing the
damage from too free use of the
plow
This is the basic answer to how
we can best assure future pros-
perity of both agriculture and in-
dustry in Oklahoma

SINFUL SILENCE
"Cry aloud and shew my
people their transgressions" (Isa
58:1)
"Preach the word in season
and out of season" (2 Tim 4:2)
A man may transgress as truly
by holding his tongue as speaking
wrongly with his lips There is
an idle silence just as sure as
there is an idle gossip Silence has
its responsibirties as well as
speech To ref 11 from warning
men when we see they are being
deceived is to be an accomplice
To listen to false doctrine without
seeking a fit occasion to enter a
protest may soon amount to par-
ticipation in the error "To him
that knoweth to do good and
doeth it not to him it is sin"
When God calls us to speak we
in if we are silent Oh sinful
silence! It is a monster! It lets
loved ones and friends end up in
1161!
Failure to make a protest
against evil may be the easiest
way of living but does a good
soldier in the army of Jesus Christ
make his own comfort his first
consideration? A Christian may
by silence retain his friends and
escape from making enemies but
what will his best FRIEND say
of such traitorous conduct? To
what end have we tongues but to
speak the truth with them? In the
kingdom of Christ the not doing
of the Master's will is punished
as actual rebellion I cannot give
God the service of my tongue by
absolute silence I must use it as
occasion requires for His glory
and for the good of men We are
partakers of other men's sins by
failing to reprove them The sin
of omission is just as great as the
sin of commission In many cases
it is much greater!
Our eyes and ears are consci-
ous of many horrid sins whereby
‘ve make our souls guilty by our
silence We are like chameleons
we turn to the color of our com-
pany While we do not reprove
v e cpprove these iniquities One
cannot be neutral Ile is either for
a thing or against it "Silence
gives consent"
When sin is raging and roaring
silence is unseasonable Money
and friendship have given many
a Christian the lockjaw and even
some preachers When men cre
dishonoring God it is sad that our
tongues are silent We should re-
buke our neighbor and not suffer
sin upon him His blood will be
on our hamis His sins become our
sins when our silence give con-
sent Yes we are our brother's
keeper! (Eze 3:17 18 33:7 8)

sinful silence is neglect of person-
al testimony in our conversation
with indivduals How many of or
are guilty here! We should witness
to lost souls The rapid spread of
the Gospel at first was largely
due to the Zeal of the individual
Christians communicating the
precious truth to their fellows
and it ill never spread to any
great extent till this natural and
simple method of winning souls
is more widely used "Ye shall be
witnesses unto me" says the Mas-
ter (Act 3 1:8) That is the right
the privilege and the command

Suppose the mailman delivers
to you a package containing a
necktie a book key-ring tags or
a phonograph record that you
didn't order Either with it or by
later mail is a bill or request to
remit the price
Do you know your obligations
assuming you don't want the mer-
chandise? Must you return it?
Can you use it and not pay for
it? Must you keep it or can you
throw it away?
Generally speaking reeipients
of unordered merchandise are un-
der no obligation (a) to return it
(b) to acknowledge its receipt
(c) to pay for it unless used (d)
to give it particular care or (e)
to keep it beyond a reasonable
time
You are obligated to surrender
the merchandise if called for in
person by the shipper or his agent
within a reasonable time But you
can demand storage charges be-
fore surrendering the item If you
mail it back at your own expense
you very likely will stay on the
sender's mailing list and will re-
ceive other shipments in the fu-
ture There are no postal regulations
governing unordered merchan-
dise except where fraud is in-
volved Congress is working on lecisla-
tion that will cover the situation
However if you know what is in
the envelope or package you can
write "Refused" across the face
of the piece of mail and hand it
back unopened to the mailman
No further explanation is requir-
ed You don't have to accept any
class of mail Further your re-
fusal probably will result in the
sender having to pay reutrn pos-
tage A ruling by the Federal Trade
Commission holds it a violation '
of the Federal Trade Act for a
sender of unordered merchandise
to claim that "The receiver is un-
der obligation to pay for or
return the merchandise" Hence
if you don't use the merchandise
you are within your rights in re-
fusing to pay for it
If another person's mail is im-
properly delivered to you do not
open it as such action might make
you liable to severe legal penal-
ties Such mail should promptly
be re-deposited in a postal box
with an appropriate notation
thereon such as the proper ad-
dress or "not 14 South Brown
Street" showing the address to
which the mail had been deliver-
ed (This column prepared by the

No person should ever apply or
interpret any law without the aid

vised concerning the facts involv-
ed because a slight variance in
