OKLAHOMA crTy (AP) $ the
state Equalization Board acting

that the 1963 legislature will have
$4 million less to spend than the

Republican gubernatorial Demi-
': tee Henry Delirium later charged
that the be has merely added
to the confusam In the state over
finances and Indicated the official
estimate may be premature
Dale Briggs GOP nominee for
lieutenant governor described the
boards estimated as "a phony
budget" designed to boost a pm
pomi by Democratic gabernator
rmininee WF Bill Atkinson to
raise Oklahoma's two cent sales
lax to three cents
Delirium strongly opposes an
----tretue its the sales tax
2These figures prove nothing:

much speculation about state fi-

Sire entitled to know"
The Equalization Board esti-

biennium Including anticipated
revenue and estimated surpluses
Bellrnon pointed out that In the

Compromise
Farm Bill Gets
House Passag-e
WASHINGTON tk )—By a cliff--
hanger vote of 302-197 the Rouse
passed today a compromise farm
bill that included some of the pro-
visions the Kenneq administra-
tion wanted
The compromise bill worked
out by a Senate-House conference
still must be approved by the Sen-
ate That approVal is virtually
certain
Before passing the compromise
measure the House defeated by a
vote of 163 to 104 a Republican at-
tempt to send it back to confer
ence That vote closely followed
party lines
!Jim defeated Republican motion
viouldIave instructed the Senate-
'House conferees to teturn a bill
that amounted to a straight ex-
tension of present one-year emer-
gency wheat and feed- grain -pro-
grams
Republicans argued bitterly
against the compromise while
Democrats contended it was the
last chance for a farm program --
in the coming year r
The bill "contains a provision
that in 1964 the secretary of Agri-
culture can set 'price supports for
some crops at a level designed
to prevent further increase of goy-
ernment-owmd gUrplus stocks
Republicans argued that this
would mean low price supporta at
30 per cent of parity or 80 cents
a bushel for corn which they said
was a ruinous level for farmers
On the vote 200 Democrats and
2 Republicans voted for the bill
while 37 Democrat' and 100 Re-
publicans wiled against
One controversial section In the
bill provides for direct payment
to farmers in grain from govetn-
inent surplus stores as part of
their price supports This is aimed
at reducing government stocks
