Legal Prostitution
Gambling Proposed
For Philadelphia
PHILADELPHIA (AP) — A
grand jury of 13 women and eight
men has proposed that prostitu-
itior and gambling be made legal
in Philadelphia
The grand Jury did not uy by
it believed prostitution should be
legalized: But in its final present-
ment under the heading "General
Comment" it wrote:
"To legalize areas for the pur-
pose of prostitution to register
prostitutes maintain a rigid pe-
riodic health program where they
are concerned and license houses
where they operate"
The Jurors suggested that lot-
tend s and off-track betting he
legalized "in order to derive
more revenue for the sity and the
state and to free more patrolmeni
for more serious duties"
