already collected this year an in-
crease in excess of one half mil-
lion dollars in premium taxes and
fees from insurance companies
over the amount collected during
the year 1953 In 1958 taxes and
fees collecteed amounted to $9129-
10690 whereas Hunt's office has
already colleected this year
$968316537 This amounts to a
total of $4245328200 collected by
limit during his administration
Hunt attributes this increase to
his lowering the boom on tax
dodgers and also to an increase
in insurance business in the state
of Oklahoma bro telt about by
the confidence of the people in the
companies licensed by tthe insur-
ance commissioner
Hunt says he expects to collect

Many farmers who are particip-
ating in the Go ernment's soil
bank program are asking us what
effect this has on their social sec-
urity Travis C Briggs district
' manager of the Lawton Social
Security office said today
"We explain to them that for
social seelrity benefit purposes or
for purpose of the amount of earn-
ings -permitted to a farmer gett-
ing retirement benefits soil bank
payments must be taken into con-
sideraion These payments apply
to acreage reserve conservation
reserve and also in cases where
a farmer has placed his farm in
the soil bank under the 'bid' pro-
tedure" For example Briggs said a
farmer who is getting soil bank
payments before he retires r e-
ports those payments as net earn-
ings for social security purposes
He gets social security credit
for them A farmer who places
his farm in the soil bank after he
retires and has started getting old
age insuran7e benefits must re-
port soil bank payments also
They apply against the amount of
earnings that a person can have
aixt get social security benefits
r - WWII& or net a retired far
mer's old-age benefit payments
are affected by the payments he
gets under the soil bank pro
gram depends upon the substant-
ial service he rendered in con-
nection with his particiaption in
the soil bank program A retired
farmer who plaeed his farm in
the soil bank and personally plant-
ed a cover crop on his land
would probably be rendering sub-
stantial services during one or
more months in the year
In this case he woull not get
social security payments for the
month in which the cover crop
was planted Farmers who have
questions about soil hank p a y-
ments in relation to their social
security should get in touch with

1 The deadline for rendition of
property for tax purposes is
March 15 but according to the
Legal Division of the Oklahoma
Tax Commission since March 15
1959 falls on Sunday It will be
legal for the assessors to keep
their offices open on Monday
March 16 in order to accept
claims for homestead exemption
and the assessment of personal
property After that date a pen-
alty will be assessed and home-
stead exemPtfon will be forfeit-
ed for the current year
Property owners should notify
the assessor of any building re-
modelinc any new buildings or
the removal of a building from
one location to another
Household equipment is consid-
ered personal property and must
POO to a family for household
equipment and to veterans aa
additional VOA Mrs McClellan re-
minded that even though a per-
son does not own a home and is
only renting if household equip-
ment is valued more than exemp-
tions an assessment should be
rendered
Application for homestead exe-
mption must be filed each year
If a person has a deed or contract
for deed on record in the county
clerk's office on or before Dec
31 1958 and is actually residing
on the property Jan 1 1959 an
entitlement to homestad exempt-
ion is in order if application is
made in the county assessor's of-
