- Paying for the Roads

- The basic principle proposed in the new highway program
being considered in Congress is that the roads this country
fleeds so desperately should be paid for by those who Nvill use
ipm This seems eminently fair
" It would appear at least a reasonable extension of this
principle that the load be borne by highway users in propor-
tiOn to the degree of their use In other words whoever im-
plies the greatest burden on the roads should pay the biggest
part of the cost
Is it the passenger car or is it the truck?
The present legislation strikes a balance in additional
taxes on these two kinds of users which the American Truck-
ing Associations regard as proper But a good many others
inCluding the American Automobile Association say it is not
The latter argue that the proposed levies on motor fuel
tire materials and the like'are not heavy enough on the
truckers
They cite such matters as the great size and weight of
trucks which necessitates thicker roads and hence higher
initial costs the tremendous and increasing mileage run up
by trucks and the fact that they are engaged in work which
earns a profit which most ordinary drivers are not

If either of these things should happen then the people
are quite likely to speak out And if they do they will speak
to the lawmakers in a voice louder than the noisiest lobby
that ever came to Washington
