! and R C Gossett appointed by
! the president of the Edmond
! Chamber of Commerce to inves-
tigate the feasibility of a corn-
! adssion form of government for
this city made a report at a
spkial meeting of the Chamber
of Commerce held at the Meth-
odist church last Thursday eve-
ning Notwithstanding the fact
that the:weather was disagree-
able there was a large attend
ance!showing the interest 'the
people of Edmond have in this
matter
The committee made a very
complete investigation of the
commission form of government
and submitted a clear compre-
hensive report After consid-
erable discussion the report was
adopted and those at the meeting
voted unanimously that steps be
taken to change from the pres-
ent form to the commission form 1
of government with a manager 1
in charge of the city Oars All I
of the members of the committee I
favored the change as did also I
several others who expressed
their opinion on the subject I
namely W S Patten J E I
Moore H S Patten John O'Con- 1
ner and E E Jayne the latter I
two being members of the city I
council at the present time
A motion also prevailed that
the committee be not discharged !
at this time but appear before 1
the city council at the meeting
Monday night and ask that body
to take the preliminary steps
necessary to change the adopt-

study we have been in touch
with other cities that have tried a
different forms of municipal goy u
ernment for the purpose of get- fr
ting an opinion from those who b

study the charters of several cit-
ies some large and some small evi'
where different forms of govern 01

time we have talked personailyi
with various men in town about try

view of getting the judgment of a
the citizens and taxpayers who
are directly interested in our city a
affairs and from the study that 13

we have at this time: or

and economy should be ac

a change should be made
With the study of the question
submitted to us along these lines
we have been led to the conclu-
sion that it is possible to estab-
lish under our state laws a more
efficient city government than it
is possible to have under the old
laws and under which laws our
city government is operated at
this time
'We have not reached the con-
clusion that the proposed new
form of government may be op
erated more economically than
the present city government is
operated in so fat as out tax lev-
ies are concerned but we have
reached the conclusion that the
proposed form will give better
results and more for the money
expended and by that means
and to that extent will be - more
economical
In other words we have con-
cluded that it is possible to form
a new government that will be
more efficient and that will get
better results and that will be
more responsive to the wants and
needs of the people than it is
possible to secure under the old
municipal laws of the state and
under which we are operating at
this time
Our studies have led us to in-
vestigate two systems of city
government other than our pres-
ent form First we looked into
what is known as the commission
form of municipal government
and second we gave our atten-
tion to what is known as the
manager form of municipal gov-
ernment We have concluded that the
commission form of government
for a town or 'city the size of Ed-
mond is not the best government
We have had occasion to make
inquiry of cities and towns who
have the commission form and
we find that the best results can-
not be hal under this method
since the several commissioners
cannot be paid sufficient salaries
to justify them to give their en-
tire attention to the city business
also for the further reason that
under thislorm the business of
the city is divided into depart-
ments with a commissioner at
the head of each department and
the business of the city divided
up and apportioned to the several
commissioners By this method
there is a lack of co-ordination
and co operation frequently
there is doubt as to what depart-
ment should handle an item of
business thus causing differen-
ces of opinion among the commis- 1
sioners and it sometimes hap- 1
pens that no department will as-
sume responsibility for an item 1
of business that is disagreeable 1
or distasteful or likely to cause
public criticism We believe this
method of city government is
not the best that can be devised
unOer our statutes
We do believe however that
a system of city government can
be organized that will more near-
ly meet the needs and wants of 1
the citizens of the town than
either the present form or the
commission form After consid-
erable thought and study we
have reached the conclusion that
a manager form or managerial
form of city government is a I
decided improvement over either
of the others
We desire to discuss this form
briefly and assign certain reasons
for our opinion Under the city
manager plan there can be

three or five commissioners elect-
ed by the people very much as
our councilmen are elected at
this time and those commission-
ers will be the direct representa-
tives of the people Then these
elected commissioners appoint
some qualified person as city man-
ager and the business affairs of
the city are placed in the hands
of this manager the manager
will give bond and enter upon
his duties and is subject to be
discharged at any time by the
commissioners T h e manager
should make all other appoint-
ments under the city govern-
ment and all those so appointed
by him must be responsible to
him for the services rendered
and the manager would be vest-
ed with authority to discharge
any subordinate any time such
subordinate does not render prop
er service This includes all em-
ployees whether on monthly sal-
ary or hired by the day The
manager would be in charge of
each department of the city or-
ganize it and supervise it at all
times If any department does
not function properly it would
be the duty of the manager to
