NEW YORK (NEA)—The naming
of a Cuban "Revolutionary Coun-
cil" here solves the biggest head-
ache of all among anti-Castro
forces—disunity
Counter-revolutionary organizers
say that the other problems of
fighting Fidel — time place and
power—have not been as big as
setting up a joint admmistration
and headquarters
Since last September alone six
new anti-Castro groups have been
organized inside Cuba bringing the
total in this reporter's notebooks to
well over 25
However charges and counter-
charges among them of pro-Castroism
pro-Hatistaism and self-seeking
have kept attempts at unification
on ice Several of the groups were
organized by the Castro govern-
ment as a way to keep tabs on the
underground and keep disunity
bubbling
