Ponca City over a period of five
years The departments partici pat-
ing in the development of "Alfols"
in Ponca City include the research
and development engineering and
manufacturing departments
The new process is based on
earlier work done by Professor Karl
Ziegler internationally known Ger-
man scientist Dr Ziegler who is
director of the Max Planck Insti-
tute of CMal Research Muelheim
Germany visited Ponca City last
May and toured the company's re-
search laboratories A guest speaker
at the Fifth World Petroleum Con-
gress held in New York ('it y in
June his work in the field of roe
Conoco is lieensed under the
Ziegler patents In addition further
proceszies have been developed by
Conoco in Ponca City sinre initiat-
ing research work Basic inter-
medkte produced in the process is
aluminum triethyl a pyrophoric
material also utilized in jet propul-
sion The unique Conoco petrochemical
plant will be constructed adjacent
to Colleen's refinery at Lake
Charles The Lummns Company
Houston has been selected to build
the plant
Construction work is expected to
start imniedtately with completion
scheduled for early 1961 When
completed the plant will employ
approximately 125 persons
Primary raw material for the

Much has been said and written about the Ponca City commissioners
hassle — maybe too much — by everyone concerned
I am your Cemmissoner of Finance I am a Conoco employee But above
all I'm a citizen of Ponca City I have tried hard to serve ALL the people of
Ponca City
But I have been accused of not giving enough time to my job as city com-
missioner And I have been accused of disagreeing with the mayor — who
after all is the Commissioner of Health and Public Safety
May I tell my story?
Now as you well know we are in the throes of a recall election I expect
to fight this recall with every honorable device at my command and the pur-
pose of this letter is to explain my position
In answer to the first charge not once during my term of office have I been
instructed by anyone in Continental Oil Company as to the conduct of the
city's affairs Never has Conoco put a limit on the time I can spend in perform-
ing the duties of my office And I've put in many many bours days evenings
weekends
The chig complaint however of those who promoted the recoil petition
is that I disagreed with the Mayor and would not cooperate with him It is true
that I disagreed with him on his nominees for City Manager and Chief of Po-
lice So did CommissienPr Luther Miller I refused to make snap - judgment
when the Mayor did not grant us the usual courtesy of discussing his nomi-
nees with us prior to their formal nomination Consequently it was not so
much a case of disagreement as it was that I could not exercise sound judg-
ment without prior investigation Even now the Mayor has not submitted
either an application for the icb or a record of qualifications of his candidate
for Chief of Police
Yes I did disagree with the Mayor on two of his candidates What's so
terrible about that? You know even the President of the United States can't
dictate to the Congress If his appointments aren't approved what does he do?
Does he or his political backers try to recall the Congressmen who opposed
him? Certainly not! merely submits the names of other candidates for ap-
pointment That io exactly what Commissioner Miller ard I have asked the
Mayer to do
Now as to that so-called lack of cooperation Since the Mayor entered of
lice the wheels of government haven't stopped and the thy is still conducting
its business efficiently effectively and with full cooperation on all matters ex-
cept those two candidates In fact since that time we have reached unanimous
agreement on ordinances and numerous contracts for street paving and im-
provement storm sewer proiects airport runway extensions plans for a bridge
at Fourteenth and Edwards budgets extension of the corporate limits of the
city traffic control signals an improved group insurance plan for city em-
ployees and many other matters of important city business
You will agree I am sure that I was elected to perform my duties accord-
ing to my best judgment and to vote for those men for city department heads
who are best qualified for the job If and when the Mayor submits the names
of men so qualified with sufficient time for full investigation I will be happy
to approve them I cannot in good conscience fulfill my obligation to the citi-
zens of Ponca City unless I exercise my best iudgment in approving the best
qualified candidates for all city lobs I refuse to be a puppet a toy on a string—
to be controlled by any person or group of persons who conceived and pro-
moted this recall movement on the basis of half-truths wild rumors and even
downright falsehood
The City Commissioner's job pays no salary I receive absolutely no com-
pensation except a clear conscience for an honest ieb of community service
Since assuming office the time I can call my own for leisure with my family
and for outside recreation has been materially reduced My one and only re-
ward is in doing a worthwhile job for the citizens of Ponca City — for my own
family — and for future residents of this fine community
Ponca City has always been a clean town with a fine reputation for
sound progressive and honest government Let's keep it that way!
Recall is a procedure reserved for men guilty of dishonesty — robbing the
City's pocketbook — or some other form of evil skullduggery No such charges
have been made against Commissioner Miller or myself We merely disagree
with the Mayor
I hope youll think about all this before you vote on September 8th
