- The legislature of ' Oklahoma
has made much progress in
working out the detairs of her
modern constitution The con-
titolioa of the people for the
7 people by the people
Among' measures of import---
ance passed bv the recent legis-
lature which benefits all classes
of people and legitimate bnsi--f
ness is her antitrust act In-
oidioos influences have1 ' been
constantly at work through Jthe
' eastern press to hold this meas-
- ure as well as others before

' them ifi effect “that you cannot
afford to risk your money fur-
tiler in that politiclal miasmatic
swamp of confiscatory proce-
dare in Oklahoma We want
j-’ yon to keep out’ The danger
' signal has been sounded on
every hand by these emissaries
and they bdt traduce the name
of this state the youngest and
fairest of them all But they
dare not publish side by' side
in their columns such acts as
the Sherman antitrust act the
Valentine anti-trust act of Ohio
and the Oklahoma anti-trust
act The deadly parallel is
ever convincing
It is true that one material
difference from such acts as to
punishment in criminal cases
is provided in the Oklahoma
act A person convicted there- i
under must go to jail at least!
ten days - As one person who I
was fighting the passage of this
act expressed it “My God!
If one was convicted under this
act he would have to go jail
and I would not go to jail for
fifteen minutes for ail the prop-
erty I have
This is the milk in the eocoa-
nnt Until such time as persona
violating such laws shall look
through a jail door it is almost
wholly a waste of money to
even pay the cost of printing
such a law
The first section of the Okla-
homa act is more liberal to cap-
ital in permitting reasonable
contracts not against the pub-
lic polity of the state to be
made than any other anti-trust
act in the union This is more
conservative to investors than
any other similar act More
liberal than the Sherman act
which governs interstate com-
merce Congress at the last

homa marches proudly in ad-
vance in- her general civil
developments Bold courage-
ous yet conservative and a
conservator of all legitimate in-
terests The men who have
made 'and are making for a
greater Oklahoma today were
reared in a school that made
things move against an ob-
stacles from buffalo grass to
the - purchase of a $3 000000
United States bond issue From
governing their people without
laws for a period except the
innate consciousness of right
between man' and man or a
depnty United States marshal
with a sixshooter- at short
range and Hitchcock with red
tape at long range to a full
fledged state whith her modern
constitution and her restrict-
ions upon her citizens falling
she now stands forth at the end
of her first legislative session
with the minimum expenditures
of her revenues for maintenance
of her affairs of state Of other
laws innumerable' good and
wholesome much is to be said
Her initiative and referendum
has been fully worked out so
that the state and all hersub-
divisions enjoy the blessings of
the rule of the people Okla-
homa here makes another ad-
vance -Primary
elections-Senate bill
168 provides for holding her
first election for nominating
candidates for public ' office by
a mandatory primary election
system No other states has
ever done this Oklahoma here
makes another advance
Consolidation of school dis-
tricts — Upon a vote of a ma-
jority of the voters ot two or
more school districts they may
consolidate into one district
increasing the grade and ef-
ficiency at a lower cost per
capita of her common school
system Again Oklahoma makes
her advance
Gross revenue tax-Railroads
telephne telegraphs pipe line
companies express and private
car line companies pay a tax
upon their gross receipts of
from one-half of 1 per cent to
8 per cent No other state has
accomplised this by her first
legislature or even her tenth
No donbt because her - constitu-
tion would not permit 0 Again
Oklahoma walks in advance
Oklahoma gas for Oklahoma
Again has Oklahoma walked in
advanced in keeping for her
future greatness her manufac-
turing industries her gigantic
gas resources Other states
have failed in this but Okla-
homa la not acquainted with
the word “failed” and it is not
to te found in her dictionary
In conclusion it 'may be said
of Oklaboma her people are
those who do xTitne worn
musty edged precedents will
not deter All she asks is it
good? Is it sound for all? If it
is we shall not hesitate to
blaze a pathway into hitherto
unbeaten pathes if she makes
mistakes she is not unlike the
man who is strong in body and
mind and loves that which is
good and tru and says frank-
ly and openly we have made a
mistake and shaH as promptly
rectify it
Her legislature but recently
adjourned is but a reflection of
her' people— bold trank open
to a fault willing to hear any
and all weak or small rich or
poor No higher compliment
could ever be paid any legisla-
tive body than that by Senator
Cunninghambi Gtyithrie (Repub
lican) in the' closing hours of
the senate when he said with
reference 'to' the work of the
legislature ''that it was the
first ‘ legislature within his
knowledge but wliat graft or
rumors of graft had been heard
in the corridors but not one
breath or suspicion of graft has
ever attended this legislature”
This alone would be a high en-
conium to any legislative body
let alone the legislative body
of the late state admitted into
the union' Oklahoma Other
legislatures may have earned
this high tribute but we have
always heard rumors of graft
justly or unjustly we know not
do doubt many times unjust
and untrue The session just
ended being a long one and
such important legislation be-
ieg enacted this tribute carries
greater force with it than un-
der ordinary circumstances
Oklahoma may well feel
proud of her citizenship and
her legislature
