one more day of the legislature' ses-
sion both houses are grinding out bills
at a rapid rate Each house today
disposed of about twenty bills Many
' bills are going through the house
without consideration and some of
-them are not even read by the reading
clerk the membetw voting upon J the

the speaker Some of the members
of the senate refused to vote for any
bill unless It is read and duly consid-
ered which has checked the promis-
cuous passage of bills in that branch
to some extent It is expected by
members that some vicious legislation
may have crept through The Okla-
homa constitution however gives the
governor fifteen days after the - ad-
journment of the legislature In which
to examine bills passed in the closing
days- before approving or vetoing
them This throws soine safeguard

tion ’halls Senator' Cunningham suc-
ceeded In having the committee report
rejected and the bill recommended for
adoption in the senate stating that he
was especially interested - In having
the bill passed because Guthrie wished
to build a convention hall which
could be so arranged as to be used
by the next legislature for its sessions
Governor' Haskell tomorrow will ap-
prove the Anthony excise tax bill
which taxes the gross production - of
oil and gas wells and other Industries

hours of solid work the' first legisla-
ture of the new state of Oklahoma
adjourned this morning sine die after
a session lasting until after midnight
Each house -has passed at least fifty
bills in the last two days which were
sent up to the governor for signature
or veto- Out of more than 2000 hills
introduced during a session of six
months about 25Q bills will become
laws Probably 400 bills will die on
te caJendjsVs of luf committees’ and
more than a thousand bills have been
killed In committees or pigeonholed
The - session of the legislature just
ended has been remarkable from the
fact that it has' passed practically' ev-
ery bill recommended In' messages of
the governor Both branches have
worked in harmony in the main and
the Democratic admin! stratlon has left
its stamp upon practically ail the
measures passed I -
The first legislature has appropri-
ated approximately $4000000 of the
state’s money more than $1000000
for educational institutions on the
west side- Although the legislature
started out to establish and locate in
the eastern half-of the state formerly
Indian Territory three new state hor-
malsj schools an Insane asylum state
penitentiary ' state reformatory and
seevralother institutions it has failed
to locate pny of these lnstltutipns ex-
cept an 'orphan home at Pryor Creek
A state Industrial school for girls was
established but not located v
The house today passed bills appro-
priating $622000 for new' buildings
for the west side educational institu-
tions distributed as follows: State uni-
versity ' $200000 Agricultural and
Mechanical College $22000 - Colored
Agricultural and Mechanical College
$8Q000 Southwestern Normal1 at
Weatherford $100000
The house killed the Roddle insur-
ance bill after word had been sent
out from the governor’s office that he
would ”vet6 ‘the measure
A mandatory primary law was at
last gotten through by the jadoption
of the conference report on the Bryan
bill - At amendment added by the
senate providing that newspapers
when they publish political advertise-
ments must label them and vplac4 at
the top the name of the person order-
ing and the amount paid was strongly
resented by many members of (the
house who declared it to be an attack
upon the freedom of the press The
conference report had to be adopted
however or the mandatory primary
law would be killed and Anthony and
other members of the house who are
newspaper men after protesting ask-
ed the members to vote for the bill
A big fight was precipitated' in the
house over the bill locating the- state
school of mines at Wllburton'and ap-
propriating y 15000 for that purpose
but the bill was finally passed Mar-
tin of Miami fought hard for his
town which was a candidate" for the
Institution
' Both“hoiTses passed the new anti-
trust bill which was drawn along lines
suggested by Governor Haskell when
he vetoed the old bill The house
killed the fish end game bllL
The Russell "New Jerusalem reso-
lution” submitting the question to the
people at the next general election as
to whether they favored the selection
of an ideal site for the location of the
state capital has now ’passed both
houses and is up to the governor
The house bill for working convicts
on public roads was also passed final-
ly by the senate The only discussion
was over the -section which allowed
the convicts 25 cents per day for their
work ‘ That was amended so as to
apply only in cases where they had a
family dependent -The
senate committee on oil and
gas made an unfavorable report on
the oil Inspection bill passed by the
houses yesterday on the ground that
the bill was too voluminous to be con-
sidered In the time now remaining
Governor k Haskell today approved
tax bills which - will bring Into the
state treasury in addition to adva-
lorem taxes an additional revenue
of approximately $1600000'
- One of these is the excise tax bill
In eigning it the governor sent a mes-
sage to the legislature estimating
that this law will bring in $700000 in
excise taxes ' Great pressure- was
brought -to bear upon him to veto it
by the oil and gas men In approving
the bill the governor stated that he
could not disapprove any one Item
without killing the bill' and that since
the tax upon oil' and gas would not
amount to more than $70000 a year
he would deprive the state of $630000
in revenue by vetoing the bill which
he ‘ was not willing to do ’
The law carries the following taxes:
Railroads telephone electric light
and gas companies oil and gas V6 of
1 per cent of the gross receipts or
gross production sleeping car stock
car refrigerator car private car com-
panies and express companies 3 per
cent of gross receipts telegraph com-
panies 2 per cent gross earnings coal
mines 2 per cent lead’ sine asphalt
and other minerals 1 per cent
Other revenue measures - approved
by the governor today are income tax
inheritance tax both by Anthony the
graduated tax bill and a bill to permit
towns and villages to levy an occu
pation tax
The governor also signed bills by
Ratliff legalizing an election at Ada
by Bryan appropriating $5000 for the
state library by Durant appropriat-
ing $50000 for the transportation of
prisoners by Rainey regarding credit
ratings by Graham regarding bulk
sales of merchandise by Williams es-
tablishing a pure food commission
by Thomas’ for settling affairs of di-
vided townships by Wynne allowing
towns and villages to levy occupation
tax by Wortman requiring the burial
of dead animals by burant making
appropriation for the bank commission-
er by Sorrels forbidding sale" of
mineral school lands until 1915 by
Martin to preevnt railroad overcharg-
es by Hudson appropriating $41000
for the A and M College by Brooks
regulating merchandise liens against
railroads by Redwine requiring rail-
roads to maintain repair shops in the
state by McCalla requiring public
service corporations to domicile In the
state a joint resolution submitting
the Torrens land system as a constl
tutlonal amendment and a concurrent
resolution In regard to the purchase o)

Cope providing for jury trials in con-
tempt cases by Williams codifying
the banking laws by Hudson requir

Durant in regard to corporate owner-
ship of land by Johnson and Agee al-
lowing the leasing of school land for
gas and oil

Haskell today signed the famous
Whltehurst-Murray hotel Inspection
bill commonly known as the "nine-
foot sheet” bill because of the pro-
vision that the upper sheet on all ho
tel beds must be long en&ugh to turn
back two and a half feet over the

The governor also signed house bills
vitalizing the constitution provisions
in regard to escheat proceedings and
alien ownership of land and bills by
Billups establishing an eight-hour day
on public work by Agee regulating
the Incorporation and management of
cemeteries and by Durant allowing
cities of 8000 or over to vote bonds
for convention balls

Edwin Debarr of the state university
testified that he took poison from the
bodies of Lillian Raye Virgie Wal
lace and Sadie Ward victims of the
"Big Anne” Bailey fire at Oklahoma
City last August and that the poison
