WASHINGTON (AP) - Two cigar-
smoking members of the Civil Aero-
nautics Board hold the controlling vo-
tes today as the board considers
whether to ban cigar and pipe smok-
ing on commercial airliners.
The board also is deciding whether
to propose a new rule and call for
public comments on a total ban on
smoking aboard airliners.

Forty ‘Balloons’
Charges were being prepared today
in the district attorney’s office in con-
nection with Wednesday’s seizure of
40 ‘'balloons” of alleged heroin worth
about $1,000, authorities said.
Two women were arrested when
uniformed police and narcotics of-
ficers converged on the residence at
2612 11 Wednesday about 5:30 p.m.,
according to Police Chief Robert
Gillian "We found the heroin in a
tool shed behind the house,” he said.
The two women, ages 21 and 24,
were arrested at the home. Three
children, one of them an 18-month-old
toddler, were taken from the home
and placed in the Children's Shelter.
“We had received information ear-
lier that a quantity of narcotics might
be in the house,” Gillian said, “and
we were able to obtain a warrant to
search the premises.”
The chief said officers found what
were believed to be other types of nar-
cotics in the house, including about
$500 worth of powder thought to be
cocaine. He added tests would have to
be made in order to determine the
type of the other drugs seized.
Both women remained in city jail
today.
