before 1969 might fall because of cor-
rosion and rusting of the hydraulic
tubing
It also said other pre-1969 buses,
trucks and passenger vehicles might
have similar problems
The agency said the corrosion is not
limited to any make or model but
"may be present in any vehicle ex
posed over a period of four or more
years to road splash containing heavy
concentrations of salt, dirt, or chem-
teals used tor snow and ice control on
roadways."
The problem is more likely to occur
in school buses made before 1969 be-
cause those built after that year have
brake lines coated with a thicker layer
of protective material, the agency said
It urged school bus operators to in-
spect brake tubing thoroughly at least
once a year, to replace corroded tubing
and to wash exposed tubing period-
ically to remove corrosive materials
splashed onto the vehicle during oper.

foreclose on a businessman's property
The mobsters would get in touch
with the property owner, set up a
meeting with a torch and arrange for
the fire in return, the ring received a
percentage of the insurance money
" These guys are real bums." Scol-
lins said "We tried to make a deal
with the property owners, telling them
they'd get off lightly if they gave us
the torches But they were afraid for
their lives and family "
To small shopkeepers and house-
wives the fires of Lynn are a thing to
live with, though uneasily
"You just hope that no one gets
hurt," said one resident

So far, there have been few deaths
The worst recent blaze killed four per
sons last year when a hotel burned
in 1974. there were 7,233 fires In
1975, the figure was 9,833 and this year
the statistics are headed beyond the
10,000 mark
That's heavier than the national av-
erage for a city the size of Lynn, offi-
cials say. and more than 25 per cent of
these fires are believed set
Why Lynn’
When the shoe industry moved out
more than two decades ago, unemploy-
ment and declining property values
moved in Real estate owners were left
with empty buildings and costly up
keep and their structures became fire-
traps
if vandals didn't burn them down,
the businessman did He turned to a
torch or perhaps he set the fire him-
self
At the same time, he beefed up his
insurance coverage And the insurance
firm, eager for business, usually com-
plied without taking a second look at
the property to assess its real worth
To combat the city's arson problem,
a joint police-fire arson squad was set
up — the first in Massachusetts —
with six members
Since its creation in 1974. the team
has been responsible for 18 convictions
More than 30 cases are pending Six
have been lost
Every Fourth of July, the number of
fires in Lynn soars Gangs of youths

this year, 3X1 fires erupted — a stag
gering figure, officials agree
Lynn has two known firebugs who
have been responsible for some 40
blazes between them, including an in
ferno at the city's Salvation Army
headquarters
Both have been arrested, classified
as mentally deficient and are under-
going treatment at a nearby mental
hospital We still see them walking
around the town on weekends and we
hold our breath," said Scollins.
The torches are the real targets of
Scollins' investigations
Officials say that for $25, a business
man can hire an illegal alien or small-
time crook to set fire to a building; for
a professional torch, the fee jumps to
