WASHINGTON (AP) — With great
reluctance, President Ford on Satur-
day signed a $3 7 billion public works
jobs bill which he called inflationary
Supporters of the measure say it will
put some 300,000 unemployed persons
to work, and Eord's Democratic presi-
dential opponent, Jimmy Carter, had
urged that the President sign it.
The money will go for public works
projects and for local governments in
areas of high unemployment
"Another confrontation with Con-
gress on this bill is pointless,” the
President said, noting that Congress
earlier had rejected his veto of a bill
authorizing the appropriation for the
jobs legislation
in a signing statement, Eord said
“these funds will not create lasting
jobs, but will create new inflationary
pressures

BONN, West Germany (AP) — More
than 90 per cent of those eligible were
expected to vote today in West German
parliamentary elections being closely
watched for signs that an antisocialist
trend is spreading through Europe
The most recently released polls,
taken two weeks ago, gave Chancellor
Helmut Schmidt and his ruling Social
Democratic coalition at least a two per
cent lead
But Helmut Kohl, candidate of the
conservative Christian Democrats, said
the polls failed to reflect any possible
effect from the Sept 19 Swedish elec-
tions — in which the Socialists lost for
the first time in 44 years

tory condition with cuts and burns
Kimberly’s father, Eugene Krapf, 42,
was transferred from Morris Hospital
to Northwestern Memorial Hospital
where he was listed in serious condi-
tion with back injuries, a hospital
spokesman said
Krapf's wife, Beverly, 37, and daugh-
ters Brenda. 14. and Karen; 12. were
treated and released from Morris Hos-
pital
Dana Leisure, 17. and Jasan Math-
ias, 15 months, were taken to Loyola
Medical Center in Maywood. Their con-
ditions were not immediately available

CARLSBAD, Calif (AP) — Six men,
five of them clinging to a 190-foot high
crane, were killed Saturday when the
crane collapsed. It narrowly missed 90
other workmen.
“Even-body ran like hell,” one work-
er was quoted as saying later It took
almost four hours to remove the last of
the six bodies from the steel wreckage
The accident took place at the En-
ema oil-burning plant of San Diego
Gas Electric Co., where a $170-million
generating unit is being built
Company spokesmen refused to allow
reporters near the jumbled steel, and
all who saw the accident were sent
home immediately
Although two San Diego County coro-
ner's deputies investigated, neither
would talk with reporters.
Authorities did not immediately
identify the the dead men
The dead included four electricians
and two ironworkers. Except for a man

vision networks hope to have a comput-
er projection of the winner about one
hour after the polls close
Both parties propose little change for
West Germans, who are enjoying the
lowest inflation and unemployment
rates among major Western nations
Both rates are around four per cent
The real differences between the par-
ties have been in the styles of the
chancellor candidates and their elec-
lion slogans — Schmidt is "the better
man" and Kohl "the man you can
trust."
Although the chancellor will be elect-
ed by the Bundestag on Dec 14, the
popularity of the candidates affects the
outcome of the parliamentary voting
the IMF would be only a palliative that
will do little to cure the causes of Brit
ain’s economic sickness

crisis behind scenes of near-panic in
the foreign exchanges The extreme
left wing of Callaghan's Labor party

dustry hopelessly outmoded

day that the pound of 1900 has lost 93%
per cent of its purchasing power Its
decline in value in relation to 10 major
currencies since 1971 was 44 7 per cent

Prime Minister Ramsey MacDonald to
devalue it to $4 86% It rallied to

Clement Attlee, a Labor prime min-
ister, had to devalue the pound again

dates are in the race, but the number
with a chance of winning is much
smaller because a party must win five
per cent of the vote to be represented
in parliament.
This cutoff has kept out Communists
and extreme right-wing groups like the

the 57-year-old Schmidt, who has
earned respect if not adulation for his
economic policies and sharp tongue,
was held by 57 per cent to be "a good
chancellor " Only 45 per cent said they
thought Kohl had the makings of a
chancellor.
Since 1969, the 46-year-old Kohl has
been governor of Rhineland-Palatine,
one of 10 West German states He is
presented by the Christian Democrats
as a trustworthy, decent. warm person
He admits he lacks expertise, but says
he has selected top-notch advisers
in a poll by the newsmagazine Der
Spiegel, Kohl was rated higher than
Schmidt in only one area — fighting

slide of a currency that once was the

The pound plunged to an all-time low
in relation to the dollar and most other
major currencies last Tuesday, its fall
of 4% cents to SI 6310 was a record
drop for a single day
The Labor party government an-
nounced the next day it would seek
83 9 billion immediately in loans from
the International Monetary Fund
(IMF)and President Ford assured
Prime Minister James Callaghan in a
phone call of United States backing
That gave the pound a boost and it
recouped 3% cents by the close of busi-
ness Friday — still nearly 114 cents be-
low its value of Monday
The steady decline over the past two
weeks has been a bonanza for Ameri-
can and other foreign tourists but bad
news for Britons
Analysts, economists and com-

MORRIS, Ill (AP) — At least 19
persons were injured Saturday when
an explosion leveled a rented farm-
house east of Morris, police said
"People were lying all over," said
Asst. Fire Chief Robert Coleman
"Some were in the yard bleeding and
others were still in the rubble of the
bouse."
He said some of the victims were
apparently thrown from the two-story
house by the force of the blast He esti-
mated damage at $15,000
Authorities said the cause of the ex-
plosion was not known but may have
been related to a highly flammable liq-
uid which was being used to clean
painting equipment.
Police said they did not know why so
many people were gathered at the
home but that some of them had been
painting the house earlier in the day.
Police also did not know who had
rented the farmhouse

ahead on its opening day to adopt a
resolution rejecting spending cuts and
urged city governments headed by La
borites to ignore government instruc-
tions to slash their spending

leaders are uneasy over unemployment

of the food it eats and the raw materi-
als used by its factories The declining

Labor government appeared to be
speaking with two voices Benn called
for a state takeover of major banks
and insurance companies, a move that
Callaghan opposes
What Callaghan meant by "borrowed
money" was the budget deficit that
Britain has been running for years
