great failing of democratic
society — a failure to work
toward common goals

snarled in traffic while pub-
lic transportation remains on

energy shortage now threat-
ens to turn the entire econo-
my into a recession
The magnitude of bad
planning or lack of it is diffi-
cult to fully appreciate
Some segments of society
can be accused not only of
failing to exercise common
sense but of actually plotting
their own downfall
Electric utilities and appli-
ance makers, for instance,
were promoting to the ulti-
mate the extravagant use of
their products as recently as
two years ago, seemingly
oblivious to what their own
researchers told them

At this time of year many
Americans sit down with pa-
per and pencil to figure out
the tab — that for Christmas
gifts and that for Uncle
Sam in each case the pay-
ment can be delayed, but not
the pain
The pain of paying taxes is
usually considered the more
intense, especially by those
who feel their burden is out-
rageous Any attempt to con-
vince them otherwise is a
formidable challenge.
However, a set of figures
just released by the Organi-
zation for Economic Cooper-
ation and Development con-
stitutes a challenge to the
popular notion Only seven of
the 22 OECD countries, the
figures show, have lower tax
rates
Including Social Security
or its equivalent, the U.S to-
tal tax revenue as a per-
centage of Gross National
Product was only 27 77 per
cent in 1971. compared with
43 99 per cent in Denmark,
the most heavily taxed coun-
try

as a consequence, lost the
small car market to foreign
imports
The U.S payments bal-
ance suffered greatly be-
cause of that failure by
America's most powerful in-
dustry. but relatively few
people were concerned about
America Until lately it
hasn’t had any lobby at all
The shortsightedness of in-
dustries. the tunnel vision,
the self-centered planning —
while it might have taken
care of the immediate needs
of specific organizations -
didn’t serve the national
purpose
But the failure isn't that of
business alone As oil in-
dustry researchers know, the
press didn't respond to their
warnings Elected officials
didn't either And environ-
mentalists softietimes be-
came obstructionists
And now the impact is go-
ing to be felt in the smallest
