COMMITTEE REPORTS: Safety and Health Lumry said they are continu-
ing on health and wellness of firefighters and plan to get more active in the Run
Walk. They will have a booth at convention. He just got back from an NFPA
meeting of the Standards Council and they will be establishing a subcommittee
under the Technical Correlating Committee to come with a new document for
electronics used in the fire sen ice.
Educational Advisory Report: C. Bain said Mike Murphy w ill do a 1 -hour
program at Convention. It w ill be a good class. Motel for the State Fire School
was changed to Days Inn. They had flyers in the Chiefs packets about the
program.
Financial Advisory. Ramsey said they did a constitutional resolution that will
raise dues $7 the first year. $5 the second year and $4 the third year, They are
going to continue to study the financial problem and see if w e can come with a
plan. They will be meeting again before convention to discuss different types of
creative ways to collect dues.
OLD BUSINESS: Stipend Program. D. Bain said our travel agency is now
requiring S25 per ticket or 8% of the fare whichever is greater. In the past they
charged $10. then $15 per ticket and the Association has been paying that, but
we can no longer continue. We w ill keep the program open but members using
it will be required to pay the assessment in advance.
Oklahoma Fire Council Representative It was determined the President and
Executive Directive will be the representatives. The I'1 Vice president will be
the President's alternate and the Director of Administration will be the alternate
for the Executive Director.
CONVENTION: Program was rev iewed. changes and additions made. Reso-
lutions were reviewed. Congressmen Carson and Sullivan w ill be asked to speak
ADIOURNMENT: All business cared for. at 12:30 p.m. meeting was ad-
journed.

FIRE MARSHAL COMMISSION: Bower reported on their meeting of
April 12. The Fire Marshal is asking 12 agencies to participate in and ( klahoma
Fire Council. He is asking for two representatives for each organization. The
Commissions next meeting is May 10 in Moore.
FIRE SERVICE TRAINING: J. Smith said they are in full swing until the end
of June. They have been distributing surveys that w ill be helpful in their strategic
planning.
FINANCIAL REPORT: Ries reported on the OSFA and ORI A financial
reports for March. All questions answered, motion by C. Bain, seconded
by Ramsey, to approve the financial report. Motion carried.
NATIONAL VOLUNTEER FIRE COUNCIL: I Smith attended the N\ I(
Spring meeting. The fall meeting w ill be in Sitka. Alaska. September 12-14 1
Smith reported on his presentation at the Volunteer Pension Summit. He had the
Memorial picture on the screen and they spent 15 of his 30 minutes on the Me-
morial. No other state has a state pension program for volunteers and many
have no pension only benefit rights. There is one other state that has a presump-
tive for volunteers and it is heart and lung only. It w as a very informativ e confer-
ence. Most Oklahoma firefighters have no idea of what this association has
done for them over the years, after comparison what we have is impressive.
OSFA LEGISLATIVE REPORT: Minx said the following bill are in confer-
ence: I IB 2166 is the w idows and disabled children bill: HB 2309 is the retroac-
tive infectious disease and the I xecutive Director of the pension System being
able to approve new hirees prior to the State meeting: and HB 2753 CPI-U
indexing. Conferees have not been named. Minx met with Speaker Adan and
Senator Taylor among others, concerning backdrop and the letter of insignificant
impact to the system. Minx is optimistic about the CPI-U and backdrop The
Senate passed an increase in the insurance stipend for other systems this week
ORFA REPORT: Stoops attended the Enid 100 year celebration and the ( FC A
Conference. They will be sponsoring the Run Walk. They will be visiting the
Payne County Area Retirees in Stillwater.
MEMORIAL REPORT: Fundraising: Tag sales are ahead of last year at
this time. The Run Walk is May 4. Maintenance We have a light fixture
problem in the pool: have drained it and sent the light back to the manufacturer.
We are in the process of getting the granite cleaned. We still don't know about
the bond money that w as set aside. Advertising: We are members of Oklahoma
Adventure District w ho does PR for Frontier Country. Motion by Lumry, sec-
onded by C. Bain, to stay involved. Motion carried.

Building. ( klahoma City. ( klahoma.
ROLL CALL: Tom Smith. Gerald Garrett. Chris Bain, Steve Lumry. Mike
Ramsey. Jim Minx. David Bam. Ray Stoops. Van Minelli and lone Brown.
SPECIAL REPORT: Cassie Bowen and Jane Kirton visited about the Spirit
ot ( klahoma (‘hallenge. The truck, built to NV specs, w ill be presented to them
on April 19 at the National Memorial and w ill be delivered to NV in May. We
w ill run an article in the April Oklahoma Firelighter and send a mailing.
FINANCIAL REPORT: D. Bain reported on the OSFA and ORFA financial
reports for February. All questions answered, motion by Ramsey, sec-
onded by Lumry. to approve the financial report. Motion carried. Van
Minelli presented the audit report and explained IRS requirements to separate
the books All questions answered, motion by Garrett, seconded by
Lumry to accept the audit as presented. Motion carried.
NATIONAL VOLUNTEER FIRE COUNCIL: Smith said they have been
discussing the grant process on line. They have seven applications for the Mark
Muller Award.
LEGISLATIVE REPORT: We felt the Legislative Reception was excellent
w ith a good turnout of firefighters. Garrett said the committee met yesterday.
They will be forwarding two resolutions, one on Insurance and the other to
continue with the Volunteer Recruitment and Retention plan. Garrett feels more
research is needed on raising the maximum number of volunteers
ORFA: Stoops said the grassroots meetings were well attended by the retir-
ees' board. They plan to attend the Enid celebration. They had two inv nations
to attend chapter meetings and they w ill be scheduled. He reviewed the plans
for the ORFA convention. They will be attending the OFC A Conference and
are supporting the Run Walk.
MEMORIAL REPORT: D. Bain requested September 19 for the Memorial
Golf Tournament with I:()() tee-off. Dinner will be at the Museum with Ted's
Escondido catering and they may have some grand door prizes. This year, no
pay, no play. They will try to have two or three stationary beer stands. Car
tags are doing well. They are doing some maintenance on the pool.
COMMITTEE REPORTS: Safety A Health. Lumry said the Safety & Health
committee is moving ahead on their projects.
Financial Advisory. Chairman Mark Zeckser attended the meeting and dis-
cussed the committee's actions. After reviewing the budget it was determined
the committee determined a dues increase was necessary. Several options
were discussed. The committee will meet again on March 27 to formulate
recommendations.
OLD BUSINESS: Itch Page. Lumry said we have signed a contract with
Back 40. We will have new addresses: okstatefirefighters.org and osfa.info
and okfirefightersmuseum.org. We should be up and running in one month.
NEW BUSINESS: Minx said the State Fire Marshal had approached him
about forming a fire consortium with two representatives from each organiza-
tion. They would offer programs, discuss legislation and have the opportunity to
work together. Motion by Garrett, seconded by Ramsey, to be a part.
Motion carried.
ADIOURNMENT: All business cared for, at 2:00 p.m. meeting was adjourned.
