EXECUTIVE BOARD MEETING - SEPTEMBER 19, 2001
. The Executive Board met Wednesday, September 19, 2001, at 1:45 p.m. in the
. Firefighters Museum, Oklahoma City, Oklahoma.
. PRESENT: Tom Smith, Gerald Garrett, Chris Bain, Steve Lumry, Mike Ramsey

• FIRE MARSHAL REPORT: Bower reported they are interviewing for an
• inspection agent and an investigator. They are looking at administrative rules and
, possibly charging fees to other state agencies for their services. New cameras
, have arrived for use by the Arson Investigators in the field. They are preparing
, budget requests tor the 2002-year. Two additional commissioners have been
. appointed. Charlie Stone, Oklahoma City and Harold Cruz of Yukon. Bower
, was excused.
. MINUTES: Minutes were approved as mailed.
• FINANCIAL REPORT: Bookkeeper Ries reported on the August financial
. reports tor the Firefighters Museum, OSFA and ORFA. Report was received
. and tiled. Ries was excused.
• NATIONAL VOLUNTEER FIRE COUNCIL: Smith will not be able to
. attend the tall meeting in Albany, NY. The Board decided to invite Bob Smith to
. attend the meeting.
• QRFA REPORT: Stoops said they plan to meet tomorrow for a short time
. before the Golf Tournament. The Board is planning on attending the Enid Chap-
. ter meeting on October 9.
• FALLEN AND LIVING MEMORIAL REPORT: Golf Tournament. Cramer
• reporting for David Bain, said we have 144 players for the golf tournament to-
. morrow. The retirees board will assist along with members of the Memorial
• Fund Raising Committee and Hudiburg is offering a car for a hole in one. Fred
■ Stone Posters. The dosing date for Fred Stone's poster of ••Partners" has been
• extended to October 7. Statewide Memorial is set for October 7 and the names
• will be engraved on the Wall of Valor. Minx said the program would be expanded
' to include the New York firefighters. Firefighter Playdar at Remington Park
• is October 21 and the Board has been asked to cook. The Oklahoma Thorough-
bred Association is hosting. Letter from Cookson Fire Dept requesting a name
' be read at our convention memorial service. Cookson is a Limited Member
' department but the ■ an retired in 1988, before they joined the Association. The
Board determined that his name would be read at the convention memorial ser-
' vice and a letter will be written to the family notifying them of our guidelines for
theMemorial Wall.,We have not heard from the Christmas ornament people.
EXECUTIVE SESSION: Motion by Ramsey, seconded by Lumry, to go
' into executive session. Motion carried. At 2:45 p.m. executive session
convened and regular meeting was reconvened at 3:45 p.m.
COMMITTEE REPORTS: Legislative Committee. Motion by Lumry, sec-
onded by Ramsey, to appoint Ray Stoops to the Legislative Committee.
' Motion carried.
Educational Advisory Committee. C. Bain reported the attendance at the State
Fire School was 174 members and six non-members. We had two firefighters
. become overheated but they were cared for and released. Those who attended
the Intro to Technical Rescue Class that didn t get tested will have an opportu-
nity to retake the class on October 20 at the Bartlesville Research Center and
the class will be open to all.
Memorial Fund Raising Committee. Motion by Ramsey, seconded by C.
. Bain, to appoint Tony Lopez, Midwest City, to the committee. Motion
carried. Smith reported on current activities.
. Safety & Health Committee. Lumry said they discussed terrorism and the
possibility of terrorists using emergency vehicles. Dennis Beyer offered to do
more research on how terrorism is handled in Israel and Ireland. They appointed
subcommittees and arc continuing to address some areas on incident reporting
and compiling information. The next meeting is scheduled for October 25 with
Safety & Health in the morning and Educational Advisory in the afternoon.
. Brent Hatcher Fund. Brown reported that six did not continue their member-
. ship, three have retired and we have two new members for a total of 90 partici-
m . ants as of August 1, 2001 .
G . NEW BUSINESS: Donations to LDNY. Minx said we've had calls from
. people who want to donate to the New York firefighters. The Baptist Hospital
. Foundation wants to do a fundraiser and include us. We have already set up an
, account OSFA National Firefighters Relief Fund". C. Bain said they have
. designed a tee shirt and he will follow up with the burn center. Minx said we are
. also getting calls from firefighters who want to go to New York. We are compil-
. ing a list and when called we will coordinate with the State Emergency Manage-
. ADJOURNMENT: All business cared for. at 4:45 p.m. meeting wad adjourned.

MINUTES: Motion by Lumry, seconded by Ramsey, to approve the .
minutes as presented. Motion carried.
FINANCIAL REPORT: D. Bain reviewed the September financial reports for .
the Firefighters Museum. OSFA and ORFA. All questions answered, motion •

NATIONAL VOLUNTEER FIRE COUNCIL: Smith reported that Bob Smith •
attended the NVFC Fall Conference. There is a Second Annual National Ben- -
efit Summit hosted by Alabama on March 17-20, 2002. Motion by Lumry. •
seconded by Ramsey, to send one person, Tom Smith if possible pending •
his availability. Motion carried.
9RFA REPORT. Stoops reported his Board worked the Golf Tournament and ■
attended the Memorial Service. On October 9, they plan to attend the Enid •
Chapter meeting and they are looking forward to assisting in the Remington Park •
Playday at the racetrack. He reported that Jim Norton is in the hospital and is •
doing well following his surgery.
COMMITTEE REPORTS: Legislative Committee. Garrett reported the Task .
Group dates for Reverse Drop and Insurance were set for November 5 and •
regular meeting was set tor November 13. Minx monitored the Retirement '
Laws Committee meeting at the Capitol. Police are wanting to upgrade their ’
disability to what the firefighters receive. He alerted the Board that our plan will •
be scrutinized. He is preparing a small presentation for the Interim Study Joint •
Committee of the Senate and House.
FALLEN &. LIVING MEMORIAL REPORT: D. Bain thanked everyone,
especially Dana, for their assistance with the golf tournament in his absence
Next year, if golfers are not prepaid, they will go on a waiting list. He reminded '
the Board about the event at Remington Park on Sunday. He heard good com- '
ments about the Memorial on October 7 and thanked everyone for their assis- '
tance, especially Lumry for accumulating and verifying all the names. We had a '
much larger crowd than expected, over 250. Lumry said we have the ability to
put pictures on the computer in the sentinel building of those who died in line of '
duty. We hope to have the retiree’s names done in the next three to five years. '
We have a bid of $71.(XX) to complete the other six panels. We are starting to
request bids to put the names of all the Boards, committees and others since
1990 that worked on this memorial on granite plaques in the sentinel room. The
car tag sales are continuing to rise.
NEW BUSINESS: Christmas Bonuses were discussed and approved.
OLD BUSINESS: C hristmas Ornaments. Bain said the company is not doing
a new ornament. We have contacted another company and are getting a hand
blown glass ornament from Germany of a firefighter w ith a Dalmatian dog
They are 3 1/2" by 2" and will sell for $ 10.
Baptist Foundation /undraiser. C. Bain said their fundraiser was a tee shirt
that was put together through S & S Textiles and the Baptist Bum Center. They
sold 2650 tee shirts and proceeds will go to the New York Firefighters
Christmas Party. Date set for the Annual Christmas Party was Thursday, De-
D. Bain Update. Bain said he will go into the hospital on November 1 for 21
days. He has been going through a battery of tests preparing for the bone mar-
row transplant. He plans on returning to work around December 17.
ADJOURNMENT: Meeting dates were reviewed. All business cared for. at .
12:00 noon, meeting was adjourned.
