As of July 17, 1996 the Fund was at $841 million. The
market's current volatility has many anticipating the
end (correction) to this very long bull market. The
market gurus are saying it's too early to tell. It seems to
me their vision of the markets' direction is established
just after obvious market turns. I think there is still life
in this bull market, and I hope it's years of life.
Note: Disability In Line of Duty' retirement requires
submittal of available injury reports and two doctor's
reports. The injury/injuries resulting in your retire-
ment must be documented with injury reports to tie
them to the line of duty (except for presumptive dis-
eases). If your injuries are to the body in general, your
doctors reports should reflect that. But if your injury is
specific, the doctor's report should be specific. In either
case, both doctor's reports should determine your abil-
ity to perform the duty of a firefighter based only on the
injury/injuries you identify on your retirement appli-
cation. If you have questions or if I can be of service to
you, please let me know. Be A PART! Not APART.
Pension
The Pension Fund's annual return as of lune 30, 1996
was 15.77%. Well above our annual 10".. past decade
average. Plan B accounts earned 13.77%. The bond
markets June downturn reduced anticipated higher
returns. Our fund is still one of the best performing
state retirement funds. We are currently reviewing
investment strategy/policy, investment money man-
agers contracts/language, and pension board and of-
fice policies and procedures.

"X"/ ello, the 102nd Oklahoma State I irefighters Associa-
tion Convention and President I lerb Bradshaw deliv-
ered harmony to a year fraught w ith tense and tumui
tuous challenges. I lerb, his family and the many Okla-
homa City metro area members planned and delivered
the convention forour enjoyment, with great attention
to detail. I here was an air of unity, driven by a new
mutual recognition and appreciation for the variety of
firefighter roles which are responsible for the success of
the Oklahoma Fire Service and the OSF A It made me
realize the obvious:" our association’s strength and our
bond is a commitment to one another, it always has
been." Our association is like a diamond with many
facets. Clarity, strength, and value depend on imper-
fections identified by close examination. Fractures (oc-
clusions) in either stand out and reduce their brilliance.
Our association is shining bright with new commit-
ment and interest w i th in the membership Thanks for
the great job everyone did on the convention and Herb
thanks for your examples of leadership There were
many tough issues including the politics of the state fire
associations, the State Fire Marshal office/commis-
sion, the Capitol, the pension systems and the local
politics of your hometown and the city you work for
Your metal has been tested and your determination
and dedication to standing up for what is right pre-
vailed. So relax and build your strength for the next
climb. I lope to see you on the hill soon
Congratulations toour newly elected OSFA I hird Vice

homa Retired Firefighters Association President John
Hubbard, I ulsa.Neitherareknow n tohaveaneconomv

proven dedication to the OSF A as w ell as the Pension
Board.
