ley Maude la comtukud of the entente
forces in Mesopotamia telegraphed
the news of the occupation of Bag-
dad the chief Turkish city in Meso-
potamia and formerly the capital of
the empire of the caliphs
No details of the capture have yet
been received General Maude’s story
of the operations carrying events
only up to when the British after
etfecUng a surprise crossing of the
Diala and bridging the Tigris bad
driven the Turks back to within three
miles of Bagdad It is evident how-
ever that the Turks have been un-
able to offer any Berious resistance
since the fall of ICut-El-Amara
They were said to be hurriedly
summoning reinforcements from other
theaters of the war where Turks
were engaged but the distance to oe
covered were so great that the addi-
tional forces were unable to arrive
In time to save the ancient city
which after Mecca occupies first

lieved will more than rehabilitate

ish public for the first time owing to
the submarine war is beginning to
feel the effects of the war In a great-
ly reduced food supply besides being
thrown into depression by the revala-
tions of the Dardanelles report

fore it is known ' whether General
Maude made important captures of
Turkish troops or guns either before
or at Bagdad

the German prize ship Appam at New
port News Ya won their suit in the
supreme court to regain possession of
the vessel and cargo
In sustaining the British libel at-
tachment suits against the Appam and
cargo the court held that the Dritlah
owners are entitled to restitution be-
cause the Appam violated American
neutrality
Treaties of 1799 and 1828 between
the United States and Germany the
court held do not entitle German
prizes unaccompanied by the captor
warship to indefinite American asy-
lum Jurisdiction of American courts
over the Appam was upheld Findings
of Federal Judge Waddill of Virginia
that the Appam violated American
neutrality after being brought into
Hampton Roads a year ago by Captain
Hans Berg and a German prize crew
were sustained and approved by the
court
TURKEY REJECTS CONSULS
In Effort to Get Agreement To Aboli-
tion of Capitulations
Washington — Turkey again haa
vainly attempted to secure the con-
sent of the United States to abroga-
tion of the ancient “capitulations" un-
der which foreigners under Turkish
rule enjoy extra territorial rights and
are exempt from many peculiarities
of Moslem law
Taking advantage of the state de-
partment's plan to transfer to Turkey
four of the American consuls with-
drawn from Germany the Ottoman
government proposed that a new fora
of exequatur be issued to them omit-
ting the right to sit as judges under
American law In cases involving
Americans and American property
The United States replied that It
could not consent to such a change
The negotiations which have not
yet reached a conclusive stage on Tur-
key's part explain why Germany haa
been detaining the four consult who
were ordered from German to Turk-
ish territory Germany did not want
to embarrass her ally by sending the
American officials to Turkey while the
point remained undecided
