mining properties at Cuatro Olenagas
were looted by bandits The looters
previously had attacked Sierra Mo-
jado and among them were some of
the bandits who raided Glenn Springs
and Boqulllas Texas After pillaging

try between Cuatro Olenagas and San
Pedro where they went into hiding

dered 30000 troops into the region
south of the border to exterminate
bandits - General Obregon’s original
orders Issued after his conferences at

ston assigned 10000 men to General

tion The new troop movements are
already In progress through Chlhua-

General Carranza Issued a decree es-
tablishing a land 'Commission con-
sisting of live members with head-
quarters at Torreon whose functions
will be divided among the cotton and
corn haciendas where they will loan
money to small holders in order to
enable them to work their land A
sum aggregating 26000000 pesos has
been placed at the discretion of the
commissioners This money will be
loaned to planters at a rate of Interest
not exceeding 10 per cent All land
seekers will be required to pay 20 per
cent of the principal of their purchase
before acquiring land

Jeremiah H Manning insular treas-
urer has returned to Manila from
China where ho conducted negotia-
tions for the sale to the Indian govern-
ment of 7500000 silver pesos at a
profit to the insular government of
20 per cent Mr Manning went to
China on May IS with a commission
to sell 20000000 silver pesos which
the Philippine government had stored
at C rregidor There has been a
great shortage of silver in China ana
India which caused the metal to be
