tbe national Irrigation convention at
El Yaao stopped off at Mountain
Park as preairangemeat by tbe head
officials of tbe Prisco system and In
addition there were 6000 farmers
present each of whom bad signed tbe
provisions of the contract demanded
by tbe government before tbe work of
constructing aa irrigation system

the moat entbuaiaatle reception ever
given n visiting delegation In this
territory end a drive over the pro
posed location for dama waa ' un-
dent to convince the visitors that
what tbe Oklahomans are asking for
la both plausible and necessary
The government through the na-
tional Irrigation act of June 17 1902
agreea to uae all that fund derived
from the sale of public lands In tbe
ocalled aeml-arld belt for the con-
struction of irrigation systems In
those states and territories so lo-
cated This fund for Oklahoma alone
now amounts to 92700000 or more
than the fund of all the other atatea
and territories combined The gov-
ernment furnishes the experts to con-
struct the systems and also furnishes
tbe money out of the fund but tbe
money so used becomes a lien on the
lands so benefited by tbe Irrigation
system and must be refunded In an-
nual payments to the government
This agreement has been signed by
every farmer who attended the Moun-
tain Park convention
Tbe proposition at Mountain Park
Includes the construction of two Im-
mense dams one across Otter creek
and another across tbe north fork of
Red river These two reservoirs
thus connected will be connected by
canal thirty miles In length This
system will irrigate 123000 acres of
land and in addition will be sufficient
to Irrigate the entire Indian pasture
and reserve of 480000 acres 'or 1156
farms Tbe land lies along Red river
bottom and must be irrigated In
great part in order that It may be
productive- Bills are now pending
in congress providing for tbe open-
ing of this large tract settlement
The estimated cost of this system
in the vicinity of Mountain Park is
$1290 per acre for the 123000 acres
of land ' As above stated the cost
of construction Is to be defrayed by
the federal government from the na-
tional reclamation fund and tbe ad-
ministration of these irrigation works
remains In tbe hands of tbe officials
of tbe reclamation service until tbe
same are paid for at least
The Otter creek reservoir proper Is
to be constructed by the erection of
a dam eighty feet high and two hun-
dred feet long and will cover a tract
of 7000 acres with water a large
part of this lake being from thirty-
flve to fifty feet deep The total
WARE HAS RESIGNED
The Pension Commissioner Makes a
Place for Somebody
WASHINGTON: Mr Ware the
-commissioner of pensions has ten-
dered his resignation and It has been
I accepted It becomes effective on
‘January 1
Commissioner Ware refused to dis-
cuss his action In any way except to
state that the newspapers of the na-
tion had been “resigning" him for the
‘past two years For at least a year
however It had- been definitely
known that Mr Ware would retire
from hla office soon after the fall
elections and returned to his home In
Kansas to resume his law practice
-It Is believed here that Commissioner
Ware’s action waa not due to any
suggestion that the severance of his
helatlona with the pension office
'would be agreeable to the president
On the contrary It has been no se-
cret that Commissioner Ware soon
after assuming his duties found the
work of his office distasteful to him
and that this distaste ' steadily in--creased
There is no intimation as
to hla successor
