The war message of President Wil-
son delivered before the two houses
of Congress on April 2 1917 with
annotations giving the leading facts
on which the rupture wilh Germany
was developed the issues in interna-
tional law and contrasting the spirit
of Prussianism and Americanism has
been published by the Committee on
Public Information in Washington
It is a document of great value
and of great interest to Americans
and especially to purchasers of Lib-
erty Loan Bonds who are financing
the Government in maintaining those
things which this message shows to
be right and just and in fighting to
the end against those things which
it denounces '
The message is accompanied by
a foreword which gives the reasons
for the publication and expresses the
hope that it may make clearer the
spirit and the facts back of the de-
cision made by the Government and
people of America
The annotations to the message
are valuable in giving fuller details
of matters and things which were
only briefly referred to in the docu-
ment itself Facts and figures are
set out in detail and constitute illu-
minating commentary on this one
of the greatest public documents in

Resident Foreigners Buy Bonds
It was not American citizens alone
who subscribed to Liberty Loan
Bonds A great number of citizens
of other nations living here who
have never taken out naturalization
papers subscribed liberally to the
bonds The International Nickel
Company at its Bayonne plant has
nearly two- thousand foreigners in
its employ and those foreigners pur-
chased more than one hundred and
fifty thousand dollars of Liberty
Loan Bonds
It has been noted oo that Ameri-
can cities with large populations of
foreign birth were notably liberal in
their subscriptions to the Liberty
Loan
Now that our soldiers are actually
in Ffance and our people familiar
as never before with the details of
Government bond issues the next
issue of Liberty’ Loan Bonds will re-
ceive undoubtedly an even more en-
thusiastic support than it predecessor
Money Not Tied Up
Money invested in Liberty Loan
Bonds is in no way in the world
“tied up” So far as the Govern-
ment is concerned the money paid
in for these bonds including that
loaned our allies is feeing and is to
be spent in this country and there-
fore immediately paid back to the
people for labor and products of the
United States So far from being
“tied up” this money is in effect
never withdrawn from circulation
So 'far as the investor in the
Liberty Loan Bonds is edneerned his
money is not “tied up” since there
is always a ready market for Unitea
States Government Bonds: Every
body knows this As shown by the
subscription the demand for Liberty
Loan Bonds exceeded the supply 50
per cent This creates an immediate
market for the Liberty Loan Bonds
Another issue will be offered to the
people the announcement of which
will be made by Secretary of the
Treasury McAdoo in due course The
oversubscription of the first issue
is an indication of which may be ex-
pected for the second issue which it
is hoped will meet with a larger num-
ber of subscribers and a great' sum
subscribed !
Thrift In Bond Buying
In an address before the New
York State Banker’s Association it
was stated that England’s first warj
loan of one billion and three-quarters
was subscribed to by one hundred1
thousand subscribers To her last
great Victory Loan of five billion'
dollars in 1917 there were eight mil-
lion subscribers What it was asked ’
was it that caused this tremendous
increase in national interest this j
wonderful financial support from I
every part of the nation in the
prosecution of the war? It was
thrift the habit of saving and in-
vesting a habit formed by a whole
people working with one definite end
in view
America’s first war loan was much
larger than England’s first loan and
was subscribed to by a great many
more people America’s next issue
of Liberty Loan Bonds which later
will be offered for sale it is believed
will be subscribed for by a greater
number than subscribed to England’s
last loan f Thrift 'and American pa-
triotism will accomplish this result — j
thrift because the people have beenj
awakened to its necessity and pa-
triotism because it has been aroused
in a higher measure by the fact that
our soldiers soon will be fighting on
the battle front in Europe
' ’ Protecting Our Soldiers
One of the great uses of the pro
ceeds of the sale of Liberty Loan
Bonds is the protecting of our sol-
diers in France — protecting them by
arming and equiping them with
every means of offense and defense
and supplying them with proper
food and medical attention and ev-
erything needed to make them
powerful and effective
This idea of protection of our
soldiers has been further enlarged
as Secfetary McAdoo now proposes
life and disability insurance for the
men who go to the front and ade-
quate provision for the support and
protection of their families A con-
ference was held in Washington late-
ly with representative insurance men
of the country and it seems that this
insuring will have to be done by the
Government and will not be ddne by
private insurance organizations
Here is- another wise and just use
of Government funds that will meet
with the approval of the nation
In a speech before the conference
Sevretary McAdoo in part said:
“It is a crime for a great nation
to take a man and send him to fight
for his country and refuse to make
adequate provision for him and those
who are dependent upon him and
leave them possible objects of the
charity or generosity of their neigh-
bors “We must see to it not only that
every American soldier Is equipped
with the best that American money
ingenuity and skill can provide in
order that he may fight with the
utmost effect and sell his life dearly
as possible for his country but we
must see to it also that every Ameri-
can soldier shall go to the front with
the comforting and supreme satis-
faction of knowing that his loved
ones will not - be dependent upon
charity but that they are as much
entitled to compensation for what
they are sacrificing in order that he
may go to the front as he is en-
titled to compensation for what he
does at the front”
