ommend in his annual rep rt to
Congress that a complete change
in the method of selling lands in
Indian Territory be inaugurated
Under the present laws dif-
ferent regulations arc provided
for each of the five tribes The
Secretary of the Interior insists
that the same rules shouldgovorn
the salo of lands throughout the
Territory In his report the Sec-
retary will say:
In my judgment legislation
should be enacted authorizing the
sale of lands by Iudau allottees
of the five civilized tribes under
regulations to be approved by the
Secretary of the Inferior such
sales to be mule only to an actual
settler’ who would he required
to occupy and improve the land
for five years before receiving a
deed convoying full title lo the
land
Provision should also he made
permitting payments under of-
ficial supervision for said land
in five annual payments and in
case of fai 1 u re to pay any deferred
payments the land should revert
to the vender I am satisfied that
the Indian will receive a larger
sum for his land besides will be
greatly bcnefitled by having an
actual settler in closo proximity
lo the residue of his land
“Such legislation will torn! to

tracts of land for speculative
purposes only and permit the
purchase of lands by persons do-
siious of making homes for them--elves
upon Indian land--”

Sulphur was begun last week
An Academy Association was
organized by some of the repre-
sentative men of Sulphur rtTul of
Oklahoma and Indian Territories
The organization was effected

chosen and given full power to
do all things necessary for the
opening of the opening of the acad-
emy on the first Monday in De-
cember and arrangements are
now being made for the conduct
of the school under tho most coin-
patant teachers It will be lo
cated temporarily in Academy
Hall on the Pavilion square
While the Academy is and will
lie fathered so to speak and will
b e assisted by the Congregationa
Educational society it will in no
sense be sectarian in its conduct
awl touching It will bo Christian
and of a high standard of excel-
lence In an aevdemy aido-l and
controlled by tho congregational-
Uls in Oklahoma a Baptist is at

The great need of such an in-
stitution in Sulphur is recognized
by our people and by people all
over the territory It will bo of
great benefit o this community
