have original jurisdiction in all
actions arising out of this con-
stitution and appellate jurisdic-
tion for all other matters. The
decision of the Tribunal shall re-
present the final action of the
University unless an aggrieved
defendant files a petition for re-
view by the Board of Regents,
and the Board of Regents, in its
discretion, grants review. If this
discretionary final review is
granted, the Board of Regents
shall be the final appellate au-
thority to review the proceedings
and decision of the University
Judicial Tribunal.
Upon solicitation, the Univer-
sity Judicial Tribunal may, in
its discretion, render advisory
opinions.
SECTION 2. The University Ju-
dicial Tribunal shall be composed
of seven (7) members. In addi-
tion, the Tribunal shall appoint
a law officer who shall serve in
an advisory capacity.
SECTION 3. The President of
the University shall appoint
members of the University Ju-
dicial Tribunal subject to ap-
proval by the Board of Regents.
The President of the Univer-
sity shall appoint three (3) fa-
culty members to the University

ARTICLE IV — The University
of Oklahoma Student Association
and Student Congress
SECTION 1. There shall be a
University of Oklahoma Student
Association composed of every
enrolled student at the Univer-
sity.
SECTION 2. All legislative
powers of the student body of
the University relative to the Uni-
versity as a whole are vested in
the University of Oklahoma Stu-
dent Association These legisla-
tive powers shall be exercised
either directly by the University
of Oklahoma Student Association
or by the Student Congress in
accordance with the constitution
of the University of Oklahoma
Student Association.
SECTION 3. The Student Con-
gress shall be constituted by elec-
tion from among the University
of Oklahoma Student Association.
SECTION 4. The Student Con-
gress shall determine its own
time of meeting, its own rules
of procedure, elect its own of-
ficers. promulgate rules and reg-
ulations governing its internal af-
gress shall have the power to
initiate any legislation requiring
the Board of Regents approval
in accordance with other pro-
visions of this constitution.
SECTION 8 If the Student Con-
gress fails to take action on any
legislative measure submitted to
it by the President of the Univer-
sity or the University Senate,
such failure shall not preclude
consideration of the measure by
the Board of Regents.
ARTICLE V — Initiative Petition
Any individual student, faculty
member, or classified employee
may initiate legislation for con-
sideration of the Board of Re-
gents by initiative petition. The
petition for such proposed legis-
lation shall bear, as a minimum,
bona fide signatures equal to
twenty percent (20'<) of the en-
tire student body for a student
petition, twenty percent (20%) of
the general faculty for a faculty
petition; twenty percent *20%) of
the classified employees of the
University of Oklahoma for an
employee petition, or in combina-
tion twenty percent (20%) of the
total membership in the Univer-
sity community of all three
groups.
ARTICLE VI — The Judiciary
SECTION 1. There shall be es-
tablished a judiciary which shall
consist of a University Judicial
Tribunal and such inferior tri-
bunals, boards, and committees
as shall be established by legis-
lative action. The judiciary shall
be vested with authority to de-
termine an individual’s rights,
duties, and obligations; charges
or action against any student, fa-
culty, or staff member, and the
validity of legislation. The Uni-

well-being of the students of the

ARTICLE I — Board of Regents
SECTION 1. The Board of Re- (
gents of the University of Okla- <
homa, established under the Con- |
stitution and statutes of the state
of Oklahoma, has a duty to up-
hold this constitutuion and all
laws of the land, both Federal
and State.
Section 2. The Board of Re-
gents, subject to certain authority
vested in the State Regents for
Higher Education, has full re-
sponsibility for the governance
of the University and related en-
ternrises responsible to it.
SECTION 3. The Board of Re-
gents retains final authority to
enact or approve University sta-
tutes, rules and regulations un-
der this constitution.
SECTION 4. Legislative powers
concerning the governance of the
affairs of the University may be
delegated by the Board of Re-
gents to officers, bodies, or agen-
cies of the University, subject to
such final approval or review
of rules and regulations issued
pursuant to any delegated power
as may be expressly reserved in
the University statutes.
In addition the Board of Re-
gents may delegate administra-
tive decision-making authority, as
well as certain authority over
academic and student matters.
SECTION 5. The Board of Re-
gents shall exercise its legisla-
tive function on general academ-
ic and University policy matters
when such recommendation rea-
ches the Board of Regents in
accordance with the procedures
established in this constitution.
ARTICLE II — Administration
and President of the University
SECTION 1. The President of
the University is the chief aca-
demic and executive officer of
the University of Oklahoma and
shall be responsible for the ad-
ministration of the University and
related enterprises reporting to
it, subject to the control of the
Board of Regents. He shall pro-
mote education, research and
public service as the primary
functions of the University in ac-
cordance with the policies of the
administration, faculty, and stu-
dent body. He shall enforce the
statutes and policies of the Board
of Regents. The President shall
have general power necessary
and appropriate to carry out the
duties and responsibilities of his
office. Any power or function
within the President’s scope of
authority may be redelegated by
the President in the absence of
an express limitation by action
of the Board of Regents.
SECTION 2. Recommendations
requiring the Board of Regents
approval shall be presented to
the Board of Regents by the
President of the University at a
regularly scheduled meeting of
the Board. However, this section
shall not preclude other represen-
tatives from appearing before the
Board of Regents to present their
views on an appropriate matter.
SECTION 3 The President of
the University shall present to
the Board of Regents all legis-
lation initiated by the University
Senate which requires the Board
of Regents approval. In addition
to the Senate recommendations,
the President shall present to the
Board of Regents his recommen-
dations and those of the Student
Congress on the legislation so
initiated.
SECTION 4. The President of
the University shall present to
the Board of Regents all legis-
lation initiated by the Student
Congress which requires the
Board of Regents approval. In
addition, the President shall pre-
sent his recommendations and
those of the University Senate on
the legislation so initiated.
SECTION 5. The President of
the University shall present to
the Board of Regents all legis-
lation initiated by petition in ac-
cordance with the provisions of
this constitution. In addition to
the petition, the President shall
present to the Board of Regents
his recommendations and those
of the University Senate and Stu-
dent Congress on the legislation
so initiated.
SECTION 6. The President of
the University shall have the
power to initiate any legislation
requiring approval of the Board
of Regents. He shall refer it to
both respective legislative bodies
for recommendations to be pre-
sented to the Board of Regents
in addition to his own.
SECTION 7. Policy Councils,
organized through appropriate le-
gislative procedures, shall be ma-
jor policy-recommending bodies
under the appropriate university
officers to advise the officer,
make recommendations to the
President, and serve to review
the administration of existing po-
licy As a major policy-recom-
mending body, the members of
each council shall be responsible
to the function they serve while
remaining accountable to, and
soliciting advice from, their re-
spective legislative bodies.

thority necessary to manage stu-
dent extracurricular and housing
activities, extend or deny recogni-
tion to all student oganizations
and activities, and evaluate ac-

SECTION 6. Allocation shall be
made to the Student Congress of
all funds derived from student
activities fees as appropriated
by the State Regents for Higher
Education and such other means
as may be established, subject
to restrictions agreed on by both
the President of the University
and the Student Congress, such
restrictions being subject to an-
nual review. In addition, no allo-
cation shall be made of those
portions of student activities fees
that are obligated to (1) retire-
ment of existing bonds; (2) the
Oklahoma Memorial Union; (3)
the Student Health Service; and
(4) support of the governing
board of the University commun-
ity newspaper.
Appropriations and expendi-
tures made by the Student Con-
gress shall be for the benefit and

of any Policy Council shall in-
clude representation from the
general faculty, the students,
and, when desirable, certain ad-
ministrative officials. The Uni-
versity Senate shall nominate fa-
culty representatives to serve on
the appropriate councils. The Stu-
dent Congress shall nominate stu-
dent representatives. Upon nom-
ination, the membership of each
Policy Council shall be appointed
by the President of the Univer-
sity and approved by the Board
of Regents.
ARTICLE II — The General
Faculty and University Senate
SECTION 1. The General Fa-
culty of the University is com-
posed of all full-time University
faculty members with the rank
of instructor or above, the Presi-
dent and vice presidents of the
University, the deans and the
associate and assistant deans,
and other such persons who have
been or may be nominated by
the President and approved by
the University Senate.
SECTION 2. All legislative
powers of the faculty of the Uni-
versity relative to the University
as a whole are vested in the
General Faculty. These legisla-
tive powers shall be exercised
either directly by the General
Faculty or by the University Sen-
ate. The University Senate shall
remain responsible to the Gen-
eral Faculty for all action taken
in its behalf.
SECTION 3. The University
Senate shall be constituted by
election from among the General
Faculty.
SECTION 4. The University
Senate shall determine its own
time of meeting, its own rules
of procedure, elect its own of-
ficers. promulgate rules and re-
gulations governing its internal
affairs and establish standing and
select committees.
SECTION 5. The University
Senate may establish procedures
to review the various functions
of the University and any matter
affecting the academic welfare
of the University.
