0000 CROWD AT PICNIC
Last Saturday the picnic
which had been extensively ad-
vertised for some time was
milled off at Paris the proposed
site for the permanent county
seat of Cotton county The day
dawned beautiful and the people
over the county started to the
ground early The crowd has
been variously estimated at from
700 to 2500 The Times will not
venture a guess but will state
that it was a large one and
Campbell Russell who spoke
said it reminded him of a Bryan
audience
The Devol band opened the ex-
ercises with several nice selec-
tions After the music G A
Smith a farmer of Bryan town-
ship was called for and made an
address advocating Paris as the
best place for the permanent
county seat Mr Smith believes
that the best interests of the
whole people would be served by
locating the county seat accord
ing to the New Jerusalem idea
At the conclusion of Mr Smith's
talk President J E Bobo made
some announcements chief of
which was that dinner would be
served by the good women pres-
ent It is not often that one
especially a newspaper man
sees such a splendid dinner as
was spread and anybody was
welcome to all the tables
Dinner over the people gath-
ered at the speaker' stand for
the purpose of hearing Camp-
bell Kussell speak Mr Busaell
is the originator of the New
Jerusalem plan for constructing
public buildings in this state
and everybody wanted to hear
him talk He discussed the right
of the people to do what they
wanted with all public mat-
ters and stated that if the peo-
ple said place the permanent
county seat at Paris or any-
where else they had a perfect
right to do so that the matter
was legal and did not smack of
bribery as some have stated
since this contest got under way
When Mr Russell finished the
audience was entertained by a
trio of men from Temple who
sang a song entitled "Oh Wal-
ters You Are Sorry!" Mean-
ing of course that she would be
sorry after Nov 14 that Cotton
county was ever created Glenn
Crowley 10 years old of Rand-
lett sang two solos which the
audience appreciated greatly
The report having been circu-
lated over the county by the
"Walters Ananias Club" that the
committee or board of trustees
had not obtained title to the land
proposed for the seat of govern-
ment and in order to correct
this false statement and also to
assure the people that the trus-
tees do have title and that the
deeds are in escrow with the
cashier of the Bank of Randlett
certified copies of the deeds
were read to the people and
these certified copies are printed
in this issue of the Times This
is done by request 'of the trus-
tees So far nothing has been done
in the dark and it is the purnose
of the committee to let the whole
world know what is going on at
all times in the county seat mat-
ter When the reading of the
deeds had been finished T J
Flanagan a farmer living near
Randlett addressed the people
telling his reasons for favoring
the New Jerusalem plan of locat-
ing the county seat
CIT k "MELON"
As the result of an agreement
between Chairman Love and
Commissioner Henshaw on be-
half of the Corporation Commis-
sion and the presidents of the
iailroads operating in Oklahoma
reached in CT Louis on Monday
of last week the Corporation
Commission will soon make a
distribution of $400000 to Okla-
homa freight shippers This
money is the fund that has been
accumulated in freight collec-
tions in excess of the Commis-
sion scale of rates while the rail-
road appeal from the Commis-
sion orders has been pending in
the supreme court The rail-
roads have decided to drop the
fight and out the Commission
rates into effect All persons or
concerns who have paid freight
on carload shipments between
points within the state of Okla-
homa during the last year or
since the rate orders were ap-
pealed should get their paid
expense bills together and be
ready to show a claim for their
part of this fund The railroads
will pay the excess charges to
Commission in a lump sum and
the Commission will make the
refunds to the shippers
The 2-cent passenger fare case
is still pending
The victory thus secured
means in addition to this big
refund a saving to the shippers
of the state of at least $500000
per year the amount increasing
in proportion to the volume of
traffic done Every town in the
state and nearly every business
concern will share in this divis-
ion of the fruit of the commis-
sion's efforts
Now that you have seen the
site know that the title is secure
to the land met most of the
members on the committee and
have had matters explained you
are urged to get busy and assist
in rolling up a big majority for
Paris on November 14th
Bethany in Harrison county
Missouri has been the county
Heat of that county for almost 40
years and now even at this late
date they will soon yote on mov-
ing the county seat to a town
near the center of the county
In after years this will very
likely be the result in Cotton
county if Paris is not selected at
the election Nov 14
The statement which has been
going the rounds that the 80
acres of land procured from Mr
Black upon which to build the
town of Paris was taken out of
the middle of the quarter section
is a fabrication which was
proven last Saturday when white
flags were placed at each corner
of the townsite that the public
might know just the shape of the
ground
It seems preposterous to hold
out the idea that Walters in on
the railroad as an inducement to
get votes for the county seat
when as a matter of fact there is
but about seven miles of railroad
in the entire county and that
runs from Temple to Walters It
would perhaps be convenient
to about one out of every twenty
who may go to the county seat
if it is placed at Walters If
the people of the county do not
build the county seat buildings
at Paris some railroad company
will build through that section
and establish a town of its own
Vote for Paris and build a town
before the railroad does and then
the road may come sooner
If you want more taxable
property in Cotton County vote
for Paris If you want to place
more value on the farm land you
own vote for Paris If you want
to save a bond issue to build a
court house and jail vote for
Paris Should another site be
selected besides Paris only two
contesting the taxpayers will
either have to pay rent for
houses for public use or vote
bonds to erect buildings These
are undisputed facts The mat-
ter is up to you farmer and tax
payer Look to the wellfare of
yoiir children and on November
14 go to the polls and cast your
vote for Paris It is a business
proposition and the only sound
and safe one
Talk about injuring other
towns in the county by voting
Paris the permanent county seat
is all foolishness for it is only a
matter of time when a railroad
will pass through this county
near where the Paris site is
located and if a town is not al-
ready there the railroad will
build one This too will hurt
the other towns in the county
according to the logic of those
who oppose Paris Establish the
county seat at Paris build the
town and then offer inducement
for a railroad There is land
already offered for the purpose
When vou give Paris your vote
you do that which will help the
largest number of people and
save taxes or avoid paying more
taxes
The Times is informed that
there is one school district south-
west of Randlett where a can-
vass has been made and only
three voters were found who are
opposed to Paris for the county
seat This is almost unanimous
Other communities have similar
good reports Let the farmers
get busy and go into the cam-
paign It will certainly be bene-
ficial in the future Think what
a fine advertisement it would be
to tell the world that our court
house and jail did not cost the
taxpayers a dollar and that we
have the lowest rate of taxation
of any county in the state Keep
your taxes down and prospective
buyers from the old states will
purchase your land and other
property when you want to sell
The first question a stranger
usually asks when he visits a
new country is how are your
taxes If nominal he buys and
locates but if high he kicks So
would all of us Vote for Paris
and avoid a bond issue If they
don't erect a court house and
jail the county will have to pay
rent and one is almost as bad as
the other Remember Paris on
the 14th and save all you can
while you can
