Oklanoma City—
The anti-gambling bill which paased
the house of representaUvea by a vote
ef 85 to 3 after It bad paased the
aenate with amendments and the emer-
gency attached has become a law
Mr Preellng advised the governor to
lgn the meaaure It became effecUve
as soon aa the governor'! signature
was attached
The opinion of the attorney general
to the governor according to Mr Free-
ling held that it la not mandatory un
der the constitution for the two houses
of the state legislature to vote sep-
arately upon the emergency
Mr Freellng’s recommendation fur-
ther advised the governor that if A
bill containing the emergency feature
receives a constitutional majority and
the enrolled bill is signed by the pres-
ident of the senate and the speaker of
the house it cannot he impeached
The opinion wholly sustains Speaker
McCrory who ruled that Inasmuch as
the house had passed the bill contain-
ing the emergency clause by a vote of
more than the required two-thirds ma-
jority a second vote upon the clause
was unnecessary
Defense of Rate Cate Is Financed
The blU appropriating $25000 to be
spent by the attorney general In fur-
ther litigation to defend the constitu-
tional 2-centa a mile railroad passenger
fare In Oklahoma was passed finally
by the house The vote on the bill was
17 to 12 just one more than was neces-
sary to attach the emergency
When the bill was taken up for final
action Representative E E Sams of
Nowata republican submitted an
amendment providing that expendi-
tures from the fund should be made
only upon claims approved by a com-
mittee of three from the legislature to
be composed of one democrat one re-
publican and one socialist The
amendment was defeated
The house killed the bill proposing
amendments to the school land sale
laws as recommended by the governor
A motion to reconsider however was
made and another effort will be made
to pass it It provides that the state
shall have a first Hen on Improvements
to secure the sale price of school land
and that delinquent payments on
school land shall bear 10 per cent In-
terest It contained other features to
give statutory authority to certain
rules followed by the school land de-
partment in the past in selling school
land
House Begins To Hurry'
February 1 the legislature entered
on the last half of the thirty-day ses-
sion and leaders of both branches be-
lieve that by the establishment of some
thorough plan of co-operation between
the two houses the Important work of
the legislature can be disposed of be-
fore the expiration of the thirty days
No matter what plan Is agreed upon it
is considered probable by some that
several matters will be left undone
but in the main they believe all essen-
tial legislation recommended by the
governor can be disposed of
The house decided that its resolu-
tion fixing February 5 as the time for
final adjournment of the session
should not go unheeded by the senate
and It voted to request that body for
a report as to what action had been
taken upon It The house adopted the
resolution early in the session taking
the position that the legislature should
at that time fix the date for adjourn-
ment and work to that end The sen-
ate however was not willing to take
that view of it and did not pass the
resolution The attitude of the senate
was that it should proceed with its
work and adjourn just as soon es its
business had been disposed of The
resolution was referred by the senate
to its committee on legislative affairs
but nothing has been heard from it
since
Twine Plant Bill Passes
The committee substitute for the es-
tablishment of a twine factory tn the
state penitentiary at McAlester as rec-
ommended by Gov R L Williams was
passed by the house The bill carries
an appropriation of $125000 of which
$75000 Is to be used in the purchase
and construction of buildings and the
installation of equipment and the re-
mainder to go to the prison revolving
fund for carrying on the work of the
twine factory
No New Racing Bill
Gov Williams told representatives
of the Oklahoma City Ministerial Al-
liance he would not recommend to the
present legislature the repassage of
the anti race track gambling law That
declaration was made Immediately af-
ter the ministers had delivered to the
governor a copy of a resolution -adopted
by the alliance The ministers re-
quested according to the resolution
that the governor submit the recom-
mendation for a repassage of the law
at the extraordinary session of the legislature
Campbell Russell Again
Amendmenta making the gross pro-
duction tax Mil entirely satisfactory
to the oil Interests and wen on the
way to apeody enactment had been
approved by the eenate committee on
revenue and taxation when Sen Camp-
bell Russell attempted to force through
an amendment Intended to overthrow
one of the principal features of the
bill — the provision that halt of the
money collected Is to be returned to
the counties from which It comes
When the committee refused to no-
cept the amendment which was voted
down by a vote of about 7$ to 5 In
the house Senator Russell declared
he would present a minority report
favoring it and would carry the amend-
ment to the floor of the senate mak-
ing a fight for Its adoption there
Until this unexpected turn of affairs
every Indication of success for the
bill had been apparent As a result
of the Russell antagonism senators
said the measure may be In Jeopardy
Highway Bills Passed
The bill making an appropriation to
cover a deficiency In the state highway
department which was killed several
days ago waa reconsidered in the
house and passed finally Tho bill giv-
ing the department more help which
also was killed several days ago waa
reconsidered and passed finally The
bill for an appropriation for the pay-
metn of delinquent taxes on streets to
the capltol site and the measure
amending the conspiracy statute also
were passed finally by the house
Convict Mining Bill Reported
The bill providing for the mining of
coal at the prison by the use of con-
vict labor another proposition which
was recommended by the goveronr-
was favorably reported out of commit-
tee in the senate and the report waa
adopted
G A R Appropriation Passed
The bill to appropriate $150 to be
used by the Oklahoma organization of
the O A R In printing the records
and Journals of that organisation was
passed finally by the senate A sim-
ilar measure was introduced In the
house but was withdrawn several days
ago by Amos Ewing republican who
was the author of the bill Political
pressure brought to bear by the chair-
man of the republican state committee
was said to have been responsible for
its withdrawal
Anti-Tick Treatment to 48000 Cattle
More than 48000 cattle were inspect
ed and dipped in January In connec-
tion with the campaign of the live
stock division of the Oklahoma State
Board of Agriculture to eradicate the
tick it is shown by a report made
publle by Frank M Gault president
of the board Thirty-three appoint-
ments were Issued for the position of
Inspector of animals for slaughter
Eighteen permits were Issued to ad-
minister hog cholera serum and virus

Industrial Board Heart Many Claims
Three ’ thousand nine hundred
nlnty-nine accidents had been reported
to the industrial commission since
September 2 1915 the date on which
the workmen’s compensation law be-
came effective 610 claims for com-
pensation had been filed and 657 of
those claims have been settled ac-
cording to a statement by W L Bless-
ing a member of the commission
fast week The largest amount allowed
by the commission for injuries was
for $2250 or $10 a week for 250 weekB
and was paid to a workman that had
lost an arm
A majority of the accidents have oc-
curred in the oil fields Mr Blessing
said Accidents in cotton gins in
which workmen lost arms number 7
In oil mills 2 Ten deaths have been
reported to the commission as a re-
sult of accidents The commission
does not receive claims in cases of
death as the constitution expressly
provides that In cases of death from
accidents a jury 'must determine the
amount
