War Savings Certificates Pay-
able Only to Original Owners
The following is quoted from
a notice issued by the Secretary
of the Treasury:
"My attention has been direct-
ed to th« numerous offers made
by unscrupulous persons through
advertisements and in other ways
to buy War Savings Certificate
Stamps and, as a result of such
officrs, I am informed that own-
ers of such securities have suffer-
ed material losses which would
have been avoided by redemption
of the War Savings Stamps at
post offices, as provided by law.
"In order that the interests of
ownersofWar Sayings Stamps
of either series may be safe-
guarded, I hereby notify all per-
son* to refrain from offers to buy
War Savings Stamps or accept
the same in trade."
In pursuance of the foregoing,
postmasters are directed not to
pay War Savings Certificates on
which the names of the owners
have not been entered or have
been erased or changed; since
under the regulations, they are
not transferable, and are payable
only to the original owners, ex-
cept in case of death or disability.
Postmasters are further in-
structed not to pay any War Sav-
ings Certificates presented by
persons or firms known to be buy-
ing, ar publicly offering to buy,
War Savings Stamps or Certifi-
cates from the owners, unless
positive evidence is submitted
that the Certificates were origi-
nally issued to the persons or
firms presenting them for pay-
ment.
When consulted by owners of
of War Savings Stamps in re-
gard to offers to purchase such
stamps at less than current val-
ue, postmasters should invite
their attention to the fact that
War Savings Certificates may be
cushed at money-order post o!-
fices, after ten days' written no-
tice, and that this is a privelege
accorded by law. At the same
time it should be pointed out that
the need of the Government fot
the proceeds of the War Savings
Stamp issue is great and the
holders should be urged to retain
their Stamps until maturity as a
patriotic act unless their neces-
sities are urgent.

Oklahoma City To Get The State
Road To Woodward.

Mutual, Seiling and Eagle City Join Hands With Can-
ton to Secure the Best Route to the
Northwest Oklahoma*
At a special meeting of the Commercial Club
last Saturday evening a committee of five was ap-
pointed to go to Oklahoma City and endeavor to se-
cure a state road to the northwest through Eagle
City, Canton, Seiling and Mutual. Troy Stansbury,
Rev. Sampson, E. M. Rojker, C. S. McDowell and 0, P.
Willis were the committee appointed and lelt Sun-
day. They were joined here by Mr. Clapham of
Woodward and Messrs. Davis and Shepherd ol Seiling.
The party drove in cars to Watonga where they were
met by C. M. Gard and C' H. Masters of Eagle City, and
the entire delegation boarded the Choctaw lor the
State Capital. Arriving there they immediately
got busy and no efforts were spared to get the road
on the proposed map. They succeeded in getting
favorable action in the senate committee where it
passed, but the hitch now seems to be in the house.
A monster petition was sent to Gov. Robertson ask-
ing for this road and if justice is done this road will
be granted as it is the most logical and cheapest
route and will be a benefit not only to the northwest
but to Oklahoma City as well.
The fine, systematic work in handling this mat-
ter shows the advantage in having & Commercial
Club where such matters may be discussed and im-
mediate action taken. The fight for the northwest
road will be made to the last ditch,

come out next Wednesday night and meet with
them and join. Be a booster.
