ed in some convenient place on the
alley a wagon or truck will pass
each place and remove the same for
a reasonable charge to each person

' ELECTION PROCLAMATION
Under and ly virtue of a resolution passed by the board of educa-
tion of the city of Wilburton state of Oklahoma at a meeting of satid
hoard held on the 9th day of April 1920 public notice is hereby gijven
that a special election is hereby cajled to be held1 in said district said city
and outlying territory annexed thereto for school purposes on the 27tk
day of April 1920 for the purpose of submitting to the qualified voters
of said school district the following question: Shall the levy for- the
school for the fiscal year beginning July 1st 1920 and ending June the
30th 1921 for the support and maintainance of the schools of the city
of Wilburton state of Oklahoma for said fiscal year be increased above
FIVE MILLS by the amount of TEN MILLS so as to meet the estimated
needs made and approved
The polls shall e opened at 6 o’clock in the morning and close at 7
o’clock in the evening the number and the location of the polling places
shall be as follows: One polling place at the Rockett Store Building cor-
ner of Main street an Central avenue and the legal voters residing iti
the outlying district annexed to the city of Wilburton for school pur-
poses wil vote at the place above named for the voters ‘of the city The
following named persons arc hereby designated to hold said election: J

Plsns for the resubmistlon of a state-
wide bond issue for goods roads are
being contemplated by Governor
Robertson he announced today
Due to the increased cost of labor
and materials since the question was
submitted to the people before the
governor believes that the issue now
should be $75000000
Rather than put tha matter before
the next aession of the legislature
and have discussion of the project
involved In several months debate
the governor suggests that the Issue
be made the aubjcct of an initiative
petition
Boosters to Moot
Rians proposed include the catl-
ing together of a number of the
state The governor said he may ask
such a gathering to recommend the
bond issue and prepare the petiton
The governor today gave it as his
opinion that the issue would now
carry with a large maiority through
out the state if submitted to a vote
at the August primary
S The governor said his policy was
for the state to build good roads as
against the county unitf plan and
that he will speak before the Unit-
ed States good roads convention at
j Hot Springs Ark this week in sup-
I port of his position He points out
that counties that vote bonds for
roads turn the money over to the
' most prominent road boosters of the
state under the present arrangement

the United States to ratify the peace
treaty and join the League of Na-
tions has made us regared abroad
“as a race of quitters while “our
professions of idealism and disinter-
estedness are marked down for
shame and hyprocrisy" Raymond B
Fosdick who recently resigned as un-
dersecretary general of the League
of Nations declared here tonight
Mr Fosdick who arrived here yes-
terday on the steamship Baltic has
spent the last month in London and
Paris finished up his work in con-
nection with the organization of the
league
“Our isolation is complete and wd
face the rest of the world in alliance"
he asserted "It is foolish to assume
that the situation has no element of
danger for us Our position is one
of peril a fact that is evidently re-
alized in Washington judging from
the plans that are being made for
the biggest navy in the world
"The price of our isolation will be
armament
"For it must not be forgotten that
the ghastly business in Washington
has left us without a friend anywhere
All that we won during the war we
have deliberately thrown away The
influence we had our poition of lead-
ership the affection in which every-
thing relating to America was held
have alt gone by the board
"The last three months have
brought about a complete change of
opinion Only one who has been in
Europe recently can realize the depth
and bitterness of the feeling against
us We started something that we
failed to see through We left Europe
in the lurch in the middle of the
game after imposing on her our rules
and procedure

"We threw the lyre out of the win-
dow to satisfy a miserable political
quarrel That is the way Europe
looks at it”
"In spite of the refusal of the Unit-
ed States to join the compact" he
continued "the League of Nations is
now a going concern Its machinery
is practically completed its finances
are ample and it is beginning to make
itself felt in international affairs
Every country in South America ex-
cept Ecuador is now a member of
the league: and outside of Russia and
the central empires of Europe Rou-
mania and Jugo Slavia hre the only
important countries that have not yet
come in and their accession is a mat-
ter of weeks China's accession is
included in the Austrian treaty which
will be shortly signed”
Mr Fosdick expressed the opinion
that the “wave of bitterness" against
the United States will pass He de-
clared' America’s position as a credit-
or nation ’ while Europe is bank-
rupt” is a dangerous relationship to
which the obvious inability of Ger-
many to pay the large indemnities
that were expected will furnish an
additional strain
“As a member of the league" he
said "the United States could help
enormously to tide over a dangerous
and difficult period to introduce
sane steadying councils into the tan-
gled affairs of Europe and to re-es-tablish
the economic and industrial
life of the world If she stays out-
side the league and cuts herself off
from any relationship with other na-
tions expect that of creditor she
must be prepared to arm to the teeth
as the price of safety against a world
alliance"

ELECTION PROCLAMATION
Under and by virtue of section 27
article 10 of' the constitution of the
state of Oklahoma and ordinance
No 165 Of the city of Wilburton: said
state authorizing the calling of an
election- fo- the purpose hereinafter
set forth approved the 5th day of
April 1920 I the undersigned mayor
of said city hereby call an election
to be held in said city on the 27th
day of April 1920 for the purpose
of submitting to the qualified prop-
erty tax-paying electors of said city
the following propositions:
Proposition No 1
Shall the city of Wilburton state
of Oklahoma incur an indebtedness
by issuing its negotiable coupon
bonds in the sum of one hundred
nineteen thousand dollars to pro-
vide funds for the purpose of con-
: strutting an extension to and im-
proving the water works system to
be owned exculsively by said city:
and levy and collect an annual tax
in addition to all other taxes upon
alt the taxable property in said city
sufficient to pay the interest on said
bonds as it falls due and also to con-
struct a sinking fund for the oayment
of the principal thereof when due
Said bonds to bear interest not to
exceed the rate of six per centum
per annum payable semi-annually
and to become due within twenty -five
years from their date
Proposition No 2
Shall the city of Wilburton state
of Oklahoma incur an indebtedness
by issuing its negotiable coupon
bonds in the sum of sixty-five thou-
sand dollars to provide funds for
the purpose of constructing an ex-
tension to and improving the sewer
system to be owned exclusively by
said city and levy and collect an
annual tax in addition to all other
taxes upon all taxable property in
said city sufficient to pay interest
on said bonds as it falls due and al-
so to constitute a sinking fund for
the payment of the principal thereof
when due said bonds to hear inter-
est not to exceed the rate of six
per centum per annum payable semi-
annually and to become due within
twenty-five years from tiieir date
