W hereas the Board of Commissioners
of the city of Miami State of Oklaho-
ma did on the 29tb day of May 1913
pass a certain resolution proposing
certain amendments to the Charter of
the city of Miami Oklahoma and
whereas there was named in Baid reso-
lution a day certain for the holding of
an election for the purpose of submit-
ting said amendments to the qualified
electors of the said city of Miami Ok-
lahoma Now Therefore I J H Swartz

by reason of the authority in me ves-
ted as such Mayor of the city of Miami
Oklahoma do hereby call a - special
election to beheld in the city of Miami
Oklahoma on the 24th day of June
1913 for the purpose of submitting to
the qualified electors of the city of
Miami Oklahoma certain amendments
to the charter of the city of Miami

A resolution ordering and directing the submis
ion of certain amendments to the charter of
the City of Miami to the qualified electors of
said city for their rejection or approval and
ordering and directing the calling of an election
for that purpose
Whereas certain amendments to the charter of
the City of Miami Oklahoma have been submit-
ted to the Board of Commissioners and
Whereas it is the opinion of the Board of Com-
missioners that said charter should be amended
in conformity with said suggested amendments
and that said proposed amendments should be
submitted to the people for their approval or
rejection
Now THEREFORB BE IT RESOLVED by the
Board of City Commissioners of the City of Miami
Oklahoma that the amendments hereto attached
be and and the same are hereby ordered submit-
ted to the people of said city for their rejection
or approval at an election to be held in said City
of Miami Oklahoma for that purpose on the
24th day of June 1913 and the Mayor of said city
is hereby ordered and directed to call an election
for the submission of said amendments to said
charter on said date And it is further ordered
that a certified copy of this resolution together
with the proposed amendments hereto attached
be forthwith delivered to the Secretary of the
County Election Board for the purpose of pre-
paring the ballots and the bolding of said election
according to law

Shall Section One of Article One of the
Charter of the City of Miami Okla-
homa be amended to read as follows:
That the inhabitants of the city of Miami Otta-
wa county Oklahoma within the boundaries as
the same now exist and are described by city ord-
inances and such additional territory as may be
hereafter added thereto and their successors be
' and the same are hereby created and organized
araunicipa) corporation with perpetual suc-
cession under the name and style of “The City
of Miami" and as such they and their successors
are by these presents organized and created a
body politic and corporate and shall succeed to
own possess and control ail the books records
documents and ail the property real personal or
mixed and all the rights privileges franchises
powers and immunities now belonging to and pos-
sessed or enjoyed by the municipal c6rporation
known as the City of Miami that it shall be sub-
ject to and liable for all legal debts judgments
- bonds notes and other legal obligations for which
the present corporation is now or may hereafter
become legally bound that the corporation here-
by created and its successors in said corporate
name of “City of Miami" shall have to sue and
be sued plead and be interpleaded complain
intervene prosecute and defend in all Courts it
shall have power to make contracts to take
and to acquire property by purchase or otherwise
necessary for the public good and to own hold
sell lease convey or otherwise dispose of any
real or personal property within or outside the city
limits that it shall have exercise and enjoy other
and additional powers rights privileges fran-
chises and immunities as are granted by existing
laws or may be granted or confered by any other
provisions hereinafter adopted that it shall use
a corporate seal of such design as the commis-
sioners first elected under this charter shall des-
ignate The adoption of this charter creates
what shall be known as the Board of Commission-
ers to be composed of a Mayor and four commis-
sioners one commissioner from each ward?
Shall Section One of Article Two of the
Charter of the City of Miami Okla-
homa be amended to read as follows:
All the powers confered upon the City of Miami
shall unless otherwise provided in this charter be
exerciaed by the Mayor and one commissioner
from each ward who shall be bonafide electors
and shall have been residents of the city of Mi-
ami for at least two years next preceding their
election The Board of Commissioners shall have
power and possess such general powers aa are
now confered by existing state laws upon the
mayor and city council not inconsistent with the
provisions of this charter?
Shall Section Two of Article Two of the
Charter of the Cily of Miami Oklaho-
ma be amended to read as follows
The Mayor shall be a member of the Board of
commissioners with all the rights powers and
duties appertaining thereto He shall be the
chief executive officer of said city and shall see
that the laws thereof are enforced It shall be
his special duty to see that the conditions of all
franchises granted by the city are faithfully com-
plied with and that all contracts made with the
city are faithfully executed He shall Dominate
and appoint all officers provided for by existing
state laws applicable to cities of the first class as
the Board of Commissioners shall deem necessary
for the government of the city and in addition
such other employees as may from time to time
become necessary to carry on the business of the
city and said nominations and appointments shall
be subject to confirmation by the Board of Com-
missioners by a majority vote thereof and no ap-
pointment shall become effective without con-
firmation by the said Board of Commissioners
The Mayor shall not be entitled to vote as a
member of sad Board upon the questions of the
confirmation of any nomination for office so made
by him but shall be entitled to a vote upon all
other questions that may be submitted to or acted
upon by aaid Board in case there is a tie vote by
the eommisstaoners upon any matter?
Shall the Charter of the City of Miami
Oklahoma be amended by repealing
in toto Sections Three Four Five
and Six of Article Two of said Char-
ter and by substituting therefor the
following Section to be numbered Sec-
tion Three of Article Two:
That the Board of Commissioner at their first
meeting after election or aa soon thereafter aa
- may be practical shall by a majority vote select
from among their number one commissioner who
ahaU be known as Police and Fire Commissioner
and shall have under bis special charge the en-
' foreement of all police regulations of aaid city and
( the general supervision over the fire department
and such other duties as may be required of him
by the Board of Commissioners: One commission-
er to be known as the “Commissioner of Street
and Public Property" who except as herein other-
wise provided shall have under his special charge
the supervision of the streets alleys public
grounds and other property of said city and be
charged with them duties of lighting the streets
and keeping streets alleys public grounds and
property in a deaa and sanitary condition and
shall be charged with the enforcement of all
rules and regulations necessary to be done and
who shall also have under hie special charge the
supervision of all public improvements except as
herein otherwise provided and shall see that all
contracts therefor are faithfully complied with
and shall perform such other duties aa may be
required of him by the Board of commissioners
end one commissioner to be known as “Wat-
erworks Light and Sewerage Commissioner"
who shall have under bis special charge the con-
struction and maintenance and operation of the
water works and light plant and sewer system
and shall see to the enforcement of all regulations
with respect to said departments with respect to
all the revenues appertaining thereto and shall
perform such other duties as may be required of
him by the Board of Coen mission ertaand one
commissioner who shall be known aa “Commis-
sioner of Finance and Revenue" who shall have
under his special charge the enforcement of all
the laws for the assessment and collection of
taxes of every kind and the collection of ell rev-
enues belonging to said city from whatever
source the same may be derived and who shell
examine into and keep informed as to the finances
of said city and who shall perform such other
duties as shall be required of him by the Board
of Commissioners The Commissioner of Fi-
nance and Revenue shall be ex-officio treaaurerof
the city and shall giveUn additional bond payalbe
to the city of Miami in a sum double the approxi-
mate amount of money which may be in the city
treasury at any one time aaid sum to be fixed by
the Board of Commissioner and said bond shall
be approved by the Mayor and filed in th office of
the city clerk and recorded in the bond register
The expense if any there be of the bond of the
city treasurer shall be paid by the city Said
commissioner shall perform all of the executive
duties of their respective departments to which
they may be assigned aa above provided but
aid board as a whole shall have supervision of
and be responsible for the administration of
each of said departments Provided that the
Board of Commissioners shall have at any time
the power to transfer the commissioners from
one department to another And it is expressly
provided that the ward by which a commissioner
was designated upon the official ballot shall bear
no relation to and shall in no manner be consid
ered In the determination of the particular posi-
tion or office to be assigned to such commissioner?
Shall Section Seven of Article Two of
the Charter of the City of Miami
Oklahoma to be Numbered Section

Read as Follows:
The Mayor and each commissioner ahaU each
receive for their services the salary of one hun-
dred dollars per annum payable quarterly at the
end of each quarter?

the Charter of the City of Miami to

The Mayor and each commissioner before enter-
ing upon the duties of his office shall subscribe
to the oath as prescribed by the constitution of
the stats of Oklahoma to perform tbs duties of
bis office faithfully and each of said officers shall
before entering upon the duties of his office ex-
ecute s bond in the sum of five hundred dollars
signed by twoor more good and sufficient sureties
or by a competent surety company authorized to
execute bonds in the state of Oklahoma condi-
tioned upon the faithful performance of bis
duties and made payable to the city of Miami
Oklahoma said bonds to be approved by the re-
tiring mayorand to be recorded by the city clerk
in a book to be kept for such purpose Each ap-
pointive officer as provided for in this charter
before entering upon the duties of his officeahall
subscribe to an oath to perform the duties of his
office faithfully and execute a bond in such sum
as the board of commissioners may determine
conditioned upon the faithful performance of his
duties said bond to be made payable to the city of
Miami to be approved by the Mayorand Commis-
sioners and recorded by theCity Clerk in the bond
register of said city
Shall Section Nine of Article Two of
the Charter of the City of Miami
Oklahoma to be Numbered Section
Six of Article Two be Amended to
Read as Follows:
Each commissioner shall have power and is
hereby commanded to remove any appointee or
employee in the department under his special
charge when In his judgment it is to the best in-
terest of his department and upon such removal
the Mayor shall appoint another person to fill tbe
vacancy thus caused which appointment shall be
confirmed by the Board of Commissioners?
Shall the Charter of the City of Miami
Oklahoma be Amended by Repealing
in Toto Sections Ten and Eleven:
Shall Section Four of Article Four of
the Charter of the City of Miami
Oklahoma be Amended to Read as
Follows:
The Board of Commissioners shall meet at least
once in every week in regular meeting at such
time as shall be fixed by the Board at tbe city
hall in said city to consider and take underadvise-
ment and act upon such business as may coma
before them A majority of aaid Board shall con-
stitute a quorum for the transaction of all busi-
ness but no action of said commissioners shall be
effective unless upon a vote of a majority of such
quorum and no ordinance shall be passed or be-
come effective without receiving the vote of at
least three members of the Board No final ac-
tion shall be taken in any matter concerning the
special department of any absent commissioner
unless such business shall have been made a
special order of the day by actiou at a previous
meeting of the Board or unless such action is
taken at a regular meeting of the Board Special
meetings may be called by the Mayor or by any
two members of the Board at any time to con-
sider only such matters as shall be mentioned in
the call for aaid meeting and written notices
thereof shall be given to each member of aaid
Board at least twenty-four hours prior to the
holding of said meeting All sessions of said Board
whether regularor called shall be open to the
public?
Shall Section Seven of Article Four of
the Charter of the City of Miami
Oklahoma be Amended of Read as
Follows:
The commissioners named as the respective
heads of each department shall audit all ac-
counts and cl ims against such department un-
less he be absent or fail or refuse to do so in
which event the mayor shall appoint another
commissioner to act in his place and stead dur-
ing such absence or failure to so act and said
appointee shall audit all such claims and accounts
that said commissioner fails or refuses to audit:
but before payment such account when audited
shall be examined and approved by said Board
Said Board shall require a statement to be pub-
lished semiannually in the official news paper
of thecity showing a full clear and complete
statement of all taxes and other revenues collect-
ed and expended during the preceding six
months giving the respective sources from
which such money and revenue was derived and
also showing the distribution made thereof to-
gether with all disbursements made during the
said period?
Shall Section Two of Article Eight of
the Charter of the City of Miami
Oklahoma be Amended to Read as
Follows:
At all primary elections candidates for Mayor
and commissioners shall be voted for separately
The Mayor and commissioners to be nominated
and elected under this charter shall be designat-
ed as Mayor and the commissioners for each
ward shall be designated as the number of ward
of which he is a bonalide resident said designat-
ing title to be printed on the ballot?
Shall Section Six of Article Eight of
the Charter of the City of Miami
Oklahoma be Amended to Read as
Follows:
At the first special election held In the city of
Miami Oklahoma for the election of officer of
said city after the adoption of this amendment
there shall be elected from each ward of said
city a member of the Board of Education for
the city of Miami who shall possess the qualifi-
cations now required by existing state laws and
who shall hold office until the general election in
1915 for citiee of the first class at which time
and thereafter their successors shall be elected
in accordance with the state law and all provi-
sions of the charter in conflict herewith are here-
by repeeled?
Shall Section Twenty-Five of Article
Nine of the Charter of the City of
Miami Oklahoma be Amended to
Read as Follows:
The city of Miami is hereby divided into four
wards to be designated described and bounded
as follows:" Ward number one all that portion
of said city lying north of Fourth Avenue and
east of Main street ward number two all that
portion of said city lying north of Fourth Avenue
end west of Main street ward number three all
that portion of said city lying south of Fourth
Avenue and vestof Main street ward number
four all that portion of aaid city lying south of
Fourth avenue and east of Main street?
Shall Section Three of Article Nine of
the Charter of the City of Miami
Oklahoma be Amended to Read ae
Follows:
Everv male citizen of theCity of Miami Okla-
homa between the ages of twenty-one and fifty
years who shall have resided in this city for thirty
days and who is not a city or county charge shall
be subjected to street alley and road duty of two
days of eight hours in each year provided that
any person of whom road and street duty is re-
quired may furnish a substitute satisfactory to
the Commissioner of Street and Public Property
to work out said duty provided further that any
person liable for road street and alley duty may in
lieu of said labor on said roads streets and alleys
pay at the time he is warned to work in cash at
the rate of one dollar per day in lieu of said doty
required of him It shall be the duty of the Com-
missioner of Street and Public Property imme-
diately upon assuming the duties of his office and
on or before the 16th day of May of each year
thereafter to prepare a list alphabetically arrang-
ed of all persons in said city subject to road duty
and file acopyof the tame with the Commitsion-
erof Finance and Revenue oftaid city It shall
be theduty of the Commissioner of Street and
Public Property to notify each person in said
city subject to road streat and alley duty of the
time and place of working aaid streetal)ey or road
at least three days prior to the time said commis-
sioner aforesaid shall require the services of such
person for such duty such notice to be in writing
and may be delivered personally to the person
served or left at his usual place of residence Any
person liable to road street or alley duty who
shall fail neglect or refuse to appear after having
been duly notified as hereinbefore provided abail
upon conviction upon complaint filed with the
Police Judge of said city be fined in a sum not
less than ten dollars nor more than fifty dollars
and in default of payment of such fine shall
stand committed to the city jail one day 1 for
each two dollars of said fine provided however
that such prosecution and conviction shall not
relieve the defendant from the street and road
duty herein imposed Provided that on applica-
tion to the Board of Commissioners of the city
of Miami any person liable to road street and
alley duty may be exempt therefrom if it be
shown that he is unable from bodily infirmities
to work thereon and that be is too poor to pay
th i commutation therefor provided that before
any person shall be excused under this provision
he shall make the statement provided herein
under oath
Shall the Charter of the City of Miami

Shall the Charter of the City of Miami
Oklahoma be Amended by Adopting
the Following Section to be Known
as Section Nine of Article Eight of
the Charter :
Provided that if t any time the charter of the
cityof Miami Oklahoma-ahali be amended aa
to increase the number of commissioners and in-
crease or diminish the salary of such commission-
ers such amendment shall beconstrued and held
to abolish the office of commissioner as it existed
prior to the amendment and the new office created
under the name and style set forth in the amend-
ment and upon such amendment being adopted
and approved by the Governor it shall be the
duty of the Mayor of said city to forthwith issue
a proclamation callings special election for the
election of officers to fill the new offices created
by such amendment said officers so elected to
hold their respective offices until the first regular
election held in the city of Miami for the pur-
pose of electing officers or until their successors
are elected and qualified provided that the pri-
mary election for the special election shall be
held within forty five days after the amendment
herein referred to shall have been approved by
the Governor and 11 candidates for office at said
special election shall file in writing with the sec-
retary cf the County Election Board at least
thirty days prior to the holding of aaid primary
election Tbetimteof holding the said primary
election to be fixed by the Mayor by proclamation
The special election tobe held thereafter on the
fourth Tuesday after said primary election?

AN ORDINANCE RELATING TO
ELECTRIC WIRING AND FOR
GENERAL INSTALLATION IN-
SPECTION AND REGULATION OF
ALL ELECTRIC WORK AND AP-
PARATUS WITHIN THE CITY OF
MIAMI OKLAHOMA AND PRO-
VIDING FOR THE INSTALLATION
OF ELECTRIC METERS BY ALL
CONSUMERS OF ELECTRIC CUR-
RENT FURNISHED AND GENER-
ATED BYTHEMUNICIPAL PLANT
OF THE CITY OF MIAMI OKLA-
HOMA AND DECLARING AN
EMERGENCY
Be it enacted by the Mayor and Board
of Commissioners of the City of Miami
Oklahoma
Section 1 That all corporations or individuals-
who desire to do electric wiringin or on any build
ing (except central station power houses and sub-
stations belonging to the electric light and street
railway companies operating under a franchise)
shall procure permit from the City Clerk The
terra electric wiring" herein osed is included to
mean the installation of electric wires fixtures
appliances or apparatus used or to be used on or
in any building for the purpose of transmitting
electrical current for electric light heat or power
lighting fixtures or installing electrical apparatus
of any nature kind or description to be connected
to light or power service except tbe property of
the service company On business blocks hotels
apartment houses an inspection will be made of dif
ferent sections of the work at the discretion of the
Inspection Department in order not to delay the
other work in connection with the construction of
the building
In order to procure a permit for the installation
of electric wiring the said companies firms co-
partnerships corporations or individuals shall be-
fore beginning any electrical work or any addi-
tion made to old wiring make written application
to the City Clerk and shall pay the said City Elec-
trician the inspection fee required by the follow-
ing schedule in advance:
For “roughing in" of concealed wiring or for
open wiring first five (6) outlets or fraction there-
of fifty i&0 cents each additional outlet five (5)
cents
For installing conduit first five (5) outlets or
fraction thereof fifty (50) cents each additional
outlet five (5) cents
For addition to old work for one outlet 25 cents
and 10 cents for each additional outlet
For inspection of apparatus or re-inspection
made necessary because of defect upon work for
which no fee is herein prescribed the City Elec-
trician shall charge 50c for the first hour or part
thereof and 50c for each additional hour engaged
in making the inspection When any addition or
any change is made to work for which a certificate
has been issued and wherea permit was not issued
for the addition the original certificate shall be
canceled and the regular fee charged for the re-
inspection of the original and additional work A
new certificate shall then be issued for the entire
installation
TEMPORARY PERMITS
Section 2 The City Clerk is herein
given the authority to refuse to issue
a permit for any addition or any ex-
tension to any electric wiring in or on
any building where in his estimation
the wiring is in an unsafe condition
If after a permit is issued the work
for any reason covered by this permit
does not comply with the regulation of
this ordinance the City Electrician
may refuse to issue a certificate of in-
spection and all electric light heat
and power companies are not to con-
nect to same without having a certifi-
cate of inspection or written permis-
sion from the City Electrician if the
work is of a class considered safe but
which is not enttled to a certificate of
inspection
Section 3 Upon the application of
the owner the City Electrician shall
inspect or cause to be inspected any
old wiring or electrical apparatus in
any building within the corporate
limits of the City of Miami Oklahoma
and upon the payment of the fee cover-
ing such work shall thereupon issue a
certificate if the work ia absolutely in
accordance with the provisions of this
Ordinance In case the work does not
comply with the Ordinance he sLali
issue a written statement as to tbe
changes necessary to bring the work
up to the standard Under no con-
sideration shall a certificate be issued
on work that is concealed in such a
manner that it cannot be examined
Section 4 It shall be unlawful for
any electric light heat or power com-
panies to do any wiring of any nature
in or on any building (except power
houses and sub-stations of electric

not been issued or to make any electri-
cal connection to any building until a
certificate stating that the electric
wiring has been approved in has been
issued by the City Electrician except
as provided in Section 2 All firms
corporations or individuals whether
operating under a regular franchise
granted by the City of Miami or not
shall upon written notice from the
City Electrician disconnect from any
circuit as designated by said notice and
shall not re-connect to said installation
except upon written notice from tbe
City Electrician
Section 5 It shall be unlawful for
all ownerB contractors or workmen
not holding license for doing electric
wiring to in any manner interfere
with any electric wiring in or on any
building in any manner whatsoever If
in any case the wiring is in such a
position to interfere with the comple-
tion of the building as called for by the
plans the wiring contractor must be
notified to have it changed No wood
or metal work is to be placed within
one inch of any electrical conductor
No workmen shall lathe ceil orin any
manner conceal any electrical - wiring
until they know positively that it has
been approved The City Electrician
must in all rases inspect any electric
wiring within the corporate limits of
the City of Miami within 48 hours of
the receipt of notice from the electric
wiring contractor that the work is com-
pleted (holidays and Sundays not in-
cluded in thid time) All steam fitting
furnace work gas fitting and telephone
wiring which is to be concealed must
be placed in before the electric wiring
is completed and no wiring will be con-
sidered as complete until the above
work referred to is in place
GRADING OP LICENSES
Section 6 1 Contractors’ License
for electricity known as Grade “A”
2 Electricians’ License known as
Grade “B”
License known as “Grade A” shall
grant the holder thereof the right Bnd
privilege to contract for the installa-
tion of or to himself install (provided
he has himself passed the required ex-
amination before the City Electrician)
electric wires for the transmission of
electric energy for the purpose of
light heat and power or any electrical
apparatus of whatsoever nature The
annual fee for license “Grade A” shall
be tbe sum of $1000 payable in ad-
vance '
Section 7 That license known as
“Grade B” shall be granted to such
electricians as have passed the ex-
amination prescribed by the Board of
Examination Such license shall be in
the form of a badge and shall be a
certificate of comp-lency ' The annual
fee for license “Grade B” shall be
$500 payable in advance
Provided further that it shall be un-
lawful for any electrician (except
helpers) to do any electrical work with-
in the City of Miami without first
having obtained the license herein pro--vided
for
Provided further that no licensed
electrician shall be allowed more than
two helpers said helpers to work only
in his presence
Section 8 The City Electrician shall
decide all questions in accordance with
National Electrical Code pertaining to
the installation of electric wires and
apparatus and consult the Oklahoma
Bureau of Inspection for further in-
formation Section 9 The City Electrician is
hereby authorized empowered and
directed to have general supervision
over the placing stringing or attaching
telegraph telephone electric light or
other wires and the placing of all poles
and appliances so as to prevent fire
accident or injury to persons or proper-
ty and to cause all such wires and
electric lights to be so placed con-
structed and guarded as not to cause
fire accident or endanger the life or
property of any and all such lights and
such wires or electrical apparatus now
existing as well as those hereafter
constructed and placed shall be subject
to such supervision And whenever
any electrical wiring or other electrical
apparatus becomes unsafe or in a de-
fective or insecure condition the City
Electrician shall notify the owner in
writing to repair or remove same and
upon the ownerB failure to repair or re-
move the defective wiring or apparatus
within twenty-four (24) hours or with-
in such time as the City Electrician
may deem necessary the said City
Electrician shall cause service to be
discontinued
Section 10 Every company firm
co-partnership corporation or indi-
vidual owning or controlling electrical
wires and apparatus for the transmis-
sion of light heat or power shall in
time of fire or case of severe storm
wherein lives or the property ef tbe
citizens of the City of Miami may be
endangered by the operation of such
wires and apparatus shall upon the
request of the City Electrician the
Mayor or the Chief of the Fire depart-
ment disconnect such wires as are
designated by said officials Such com-
pany firm corporation or individual
neglecting to comply with such request
shall be fined the sum of not less than
$5000 or more than $10000 for each
and every hour said request is not com-
plied with
Section 11 The City Electrician
may designate in saidCity the distance
between the overhead electric wires
cables or conductors of any company
firm corporation or individual and may
regulate tbe direction in which said
wires cables or conductors shall be run
for any purpose from a fixture upon
any building or the jioint of entering
any building for service and any com-
pany firm corporation o' individual
owning operating or maintaining any
wires cables or conductors over any
building in said city shall notwith-
standing any agreement to the con- j
trary keep such wires cables or
ductors at least eight feet above
j - higheBt part of the roof of said build-
ing as the roof may be at the time of
placing the wire cable or conductor
or as it may be hereafter at any time
raised by the ownqr thereof and shall
keep and maintain any construction
placed upon any building for the sup-
port of any wire cable or conductor to
the satisfaction of the City Electrician
Section 1 It shall be the duty of
the City Electrician to cause all dead
wires unused poles or electric ap-
paratus on the outside of buildings or
in streets or alleys to be removed at
the expense of the owner of said wires
poles or apparatus by giving the said
owner or owners or their ageDt ten
days written notice and if the owner
or owners or their agent fail or neglect
to remove the same within tea days
after the notice has been given said
owner or owners or their agent shall
be subject to a penalty of $1000 for
each and every dav said wires poles
or apparatus are permitted to remain
up
Section 13 The City Electrician or
other person or persons designated by
him shall make a thorough inspection
of the lines for all companies owning
wires in the city at least once in each
year where such lines are in dangerous
condition shall notify the company
owning using or operating them to
place them in a safe and secure condi- J

Section 14 All fees received under I
the provision of thisordinance shall be
credited to such fund or funds as may
be from time to time designated by !
the Board of Commissioners and may j
be used and expended at such times
and such manner as said Board shall
deem necessary provided such ser-
vices shall be used iu and about the
improvement and betterment of elec-
trical service in the city of Miami
Sectiou 15 The Mayor is hereby
authorized to appoint two members
who with the City Electrician shall
constitute the Examining Board Each
of said board except the City Elec-
trioian to receive 5U cents each ex-
amination given
' Section 16 The City Electrician
shall upon tbe first of each month
make a written report to the City
Clerk showing ail fees collected by him
under the provisions of this Ordinance
for the preceeding month and shall
pay to the City Cierk at the end of
each month all fees collected by him
Section 17 Any person firm or cor-
poration violating or disregarding any
of the provisions of this ordinance or
any of tbe rules or regulations herein
contained shall upon conviction if no
other penalty iB provided herein be
fined in the sura not leBs than Five (5)
Dollars nor more than One Hundred
($10000) Dollars for each and every
offense and if such person be a con-
sumer of electrical current such ser-
vice shall be discontinued until such
person Bhall have paid all fines and
penalties and complied with conditions
of this ordinance
Section 18 The rules and require-
ments of tbe National Board of Fire
Underwriters for tne installation of
electrical wiring and apparatus known
as the National Electrical Code with
with such changes as are made from
time to time are hereby made a part
of this Ordinance
Section 19 A 11 consumers of elec-
tric current generated at the city plant
for any purpose whatsoever shall
within thirty days after the passage
approval and publication of this Ordin-
ance install an electric meter for the
purpose of measuring the current so
used and such electric current shall be-
paid for at such time and at such rates-
as shall from time to time be estab-
lished by the Board of Commissioners
according to the purpose tor which tbe
current is used and provided further
that if any person firm or corporation
shall fail or refuse to install a meter as-
herein before provided within the time
provided herein all electric services-'
hall be discontinued to such person
firm or corporation until such a time
as a meter shall be installed
Providing that the City Electrician
shall in addition to the penaltiea herein
before provided discontinue electrical-
services to any consumer who shall
violate any of the terms of this Ordin-
ance Section 20 All Ordinances or parts
of Ordinances of tbe City of Miami in
conflict herewith are hereby repealed
Section 21 This Ordinance shall
take effect from and after its passage
Section 22 For the preservation of
public peace health and safety an
emergency is hereby declared to exist
by reason whereof this ordinance shall
be in full force and take effect from
and after its passage approval and
publication according to law
