Ihelr Treatment
Washington July 2V— Hen Sbafter
and oilier commanding officers
Cuba will receive general instructions
upon the subject of the treatment of
the Cubans This grows out of the
reports of friction between the Amerl
cans and the Cubans at Santiago The
president lias a policy and a definite
policy regarding tho patriots Ilia
proclamation issued immediately
after the surrender of Santiago made
it clear that ho did not deem it wise to
turn the captured city over to the
Cubans and that he proposes that the
American military authority eliall bo
supreme for the present Hut the presi
dent did not intend that tho proclama
tion should carry tho impression that
the Cubans are to be ignored On the
contrary his policy will be to treat
the patriots with consideration to
supply them with food and arms to
take them into consultation as the
campaign progresses to welcome the i
assistance In the field and finally to
give thorn the fullest recognition that
their numbers and character warran
in tho reconstruction of civil govern
nient (Jen Shatter and some of the
other A merican officers seem to have
taken only a brusque military view of
the situation They have expected
too much of tho Cubans in tho way of
fighting Failing to realize the as
aistance anticipated from these poor
struggling people tho Americans
turned against them and let their cori
tempt be apparent This action at
Santiago is not approved in Washing-
ton A LEGAL QUESTION
Tha Transportation of tho Spanish Trlson
era by a Hwnlh Company Likely to
Cause Tumble
New York July 25— Tho World says
A lawyer has been retained by the
steamship companies who were un-
successful bidders for transporting
the 22000 captured Spanish prisoners
from Santiago to Spain and will begin
action to-day to have the contract
made by tho government with the
Compagnia Transatlun tique Espanola
set aside The ground taken is that
the successful bidder is a licensed cor-
poration of a nation with whom we
are at war and that according to a
measure passed by the Spanish cortes
one-half of the receipts of every cor
poration doiug business under the
Spanish government must be surren
dered to the government toheipdcfray
the expenses of the war Py letting
tho contract to a Spanish corporation
tho United States government indi
rectly pays into the Spanish treasury
an amount equal to one-half the con-
tract stipulation Also that the gov-
ernment thereby releases from block'
ade all of the enemy’s vessels to be
used in the transportation from the
neutral ports where they are now in
shelter
SHAFTER’S MEN TO STAY

dier at Santiago Cannot Itrtura to
the I'nltert States
New Y ork July 25— A dispatch to
the New York Times from Washing-
ton says: To the question “What is to
ho done with Gen Shafter's Fifth
corps now at Santiago?” tho heads of
the war department can find only one
ansivpr That is to keep it in Cuba
until every vestige of yellow fever is
r tamped out of it It can be stated
positively that there is no intention of
bringing the troops hack to this coun-
try at tho present time The author!
ties here believe that it would bo dan
gcrous and criminal to run the risk of
spreading tho fever throughout this
country by bringing the men back
here so long as the pest is among them
and it is agreed that tho best place to
fight tho disease is right where they

Some difficulty has arisen between
the oil mill company and the Watcrs-
Pierce oil comnany The switch to
be built from the Santa Fe to the oil
mill must start on the grounds held
by the Waters-Fierce 'ease and the
Waters-rierce company refuses to al-
low the switch to go through their
grounds The coal oil company can-
not move closer to the city on ac-
count of tlic city ordinances prohibi-
Ing It because of the da nger of fire
and of course the eo iqiany does not
want to move further from the city
The matter will probably be settled
amicably but Just mw It is rather a
knotty problem
There is too little
preaching of the
gospel of health It
i the last thing that
anyone think of
teaching either to a
man-child or woman-
child It is one of the
most important branch-
es of nil education
Without health a man
will be a business and a
woman a social failure
When the body of either
a man or a woman is prop
erly nourished the result
is the enjoyment of good
health Almost all ill-health
ia due to improper or in-
sufficient nourishment If
the stomach is right and the
liver is right the blood will
receive ita normal supply of the life-giving
elements of the food and the body will be
properly nourished Dr Pierce’s Golden
Meaical Discovery acts directly upon the
stomach and liver It purifies and enriches
the blood It is the reat blood-maker
flesh-builder nerve tome and restorative
It promotes the natural activity of the en-
tire nutritive organism It puts an end
to the alow starvation that ia at the base of
many diseases It does not make flabby
fat like cod liver oil but firm muscular
tissues It does not make corpulent peo-
ple more corpulent but builds up the sys-
tem to the normal standard
“I was rua down with nervous prU ration and

Term ’ My bowels were constipated My

bad that I had to be helped in and out of bed I

Constipation Is the father of all mantle
of maladies If it did not exist or was in
all cases promptly relieved the majority of
medical books could be safely destroyed
It is the easiest sickness to neglect and the
simplest to cure Dr Tierce’s rteosant
Pellets cure constipation every time They
cure it promptly completely and perma-
