Wasittnoton May 7 -As a sequel to
the defeat of tho Anglo-American
treaty of arbitration Mr Bacon of
Oeorgia in the senate yesterday intro-
duced the following resolution depre-
eating war and announcing the jKilicy
of tho government favorable to arbi-
tration: Resolved That the United State of America
deprecate war and desire the maintenance of
peace and friendship with all tho world and
that this desire Is not limited to their relations
with any one nation but extend to their rela-
tion with all the nation of the earth whether
the same be irreat or small strong or weak
Seal That to the end that the relations of
pcaoe and amity now happily existing between
them nnd all nations may be perpetually pre-
served and that wars may be discouraged and
as far as practicable made Impossible the
United States favors the principle and prac-
tice of International arbitration for the settle-
ment of questions of dlltcrcnce between them
nml any other notion which they may fall to
adjust by treaty or diplomatic negotiation

avow it as their future policy and intention
whenever there shnll arise any question In dif-
ference between them and any other nation
which they may fall to adjust by treaty or

suspending the order of President

was severely criticised by senators
from tho states affected Including
Messrs Pettigrew Wilson and Carter
Mr Allison in chnrge of the bill said
he favored some relief from Mr Cleve-
land's order of February last lie
stated that President McKinley and
his cabinet were considering tho sub-
ject with a view to righting tho wrong
After some further amendments the
sundry civil bill was passed and the
senate adjourned until Monday

ans of the house yesterday followed up
their recent indorsement of Speaker
Reed’s policy of postponing the ap-
pointment of committees by establish
ing the policy of bi-wcckly meetings
through the adoption of a resolution
reported by the committee on rules
providing that the house Bhall meet
on Mondays and Thursdays until fur-
ther action! On this resolution the
democrats and populists were solidly
arrayed against the republicans and it
was adopted by a vote of 101 to 83
after a partisan debnte The opposl
tion’ led by Mr Bailey of Texas was
based on the ground that the pro-
gramme would prevent consideration
of the bankruptcy bill
Then as Mr Dinglcy was about to
move to adjourn Mr King besought
him to delay that he might ask for tho
immediate consideration of a resolu-
tion which he was waving in his hand

inquired "For the annexation of Ha-
waii” was the reply whereat the
house broke Into a shout of laughter
and Immediately at 2:40 p ui ad-
journed until Monduv shutting off the
resolution which authorized the terri-
tory to be received into the Unted
