vance along the whole front and Pet-
rograd says the Russians and Ruma-
nians have been retiring since the
evacuation of the Rumanian capital
Hill 304 in the Verdun region and
the Forest of Apremont southeast of

the only reported activity on the west-
ern front Paris claims the Germans
were ejected from a section of the
trenches on Hill 304 but Berlin as-
serts the troops of the crown prince
repulsed French attempts to retake

lieved by the news that the Rumanian
army evacuated Bucharest successful-
ly and eluded the closing jaws of the

Wilson according to a cable message
received by Pierre Mall Belgian con
sul here from Carton Dq Wlarte Bel-
gian minister of Justice
Tbe dispatch dated yesterday at
Havre was made publlo today by the
committee of citizens wbo Is arrang-
ing a meting to be held in Carnegie
Hall Friday night as a protest against
"enslavement of Belgians”
The committee recently sent a tele-
gram to President Wilson asking for
Information which tha department of
state might properly furnish regarding
the deportations The cable message
from Minister De Wlarte reads:
“Situation Is dally more tragical

Press has received from Amsterdam
an appeal to the American people" by
the Holland section of the league of
neutral states signed by President
Netmeyer and - Secretaries Delafallc-
and Walsh It follows:
'Your president has said that sooner
or later a moment would come when
the war would make the position of
neutral naUons unbearable For us
Hollanders that moment has arrived
not through our own sufferings' but
because we cannot longer passively
contemplate the ghastly suffering In-
flicted by Germany upon Belgium our
neighbor
Indeed one must turn to the history
of the early ages of long past cen-
turies before international law existed
to find a parallel to tbe enslaving of
the Belgians The Hague regulations
stipulate that ‘the boonr and rights ot
the family must be' respected’ but the
Gennan government deliberately drags
the Belgian families apart To us this
cruelty is more vivid every day Every
day numbers of fugitives in spite ot
the deadly electrlo wire which the Ger-
mans have erected along the frontier
suepeded In escaping to the Neth-
erlands From these we learn the pain-
ful details of the unutterable despair
of the women and children who are
left behind and ot the agonizing
scenes which take place
‘‘To put an end to this — to arrest
this hellish scourge which at this mo-
ment lacerates the whole of northern
France and Western Russia — there la
but one way and that Is of collective
action on the part of the neutral na-
tions “And for you citizens of the might-
iest of the neutral states It Is in our
opinion the right and duty to take tbe
leadership upon you Only It you place
yourselves at our head can any suc-
cess crown our efforts
“We appeal to you to urge your gov-
eminent to energetic and decisive ac-
tion and to call the other neutral na-
tions to rally around you That they

and a desire to co-operate which have
