A controversy hns been raging In the columns of the
press between the railroads and the Federal Post Office
Department over the question of proper compensation
for handling the United Ftntea malls Mr Ralph I’eters
( halrman of the Railway Mall Committee when asked
to rrtato the railroad side of the controversy to the
American farmer Bald tn part:
“The railway mall pay question will he settled — and
settled permanently and with Justice to all concerned —
ns Boon as thq American people realize that the whole
subject while seernlncly complicated mid technical boils
down to a few simple points of fair business dealing
which no one need ho a rate expert to understand
"The frst is that the Tost Offico Department weighs tho malls and re-
adjusts the ray of the railroads only once In four years This compels the
railroads to carry the Increase In the mail tonnage during tho Intervening
years without pay — manifestly an Injustice tn the case of a rapidly growing
business One consequence has been that lust year tho railroads carried fully
half the parcel pobt for nothing
"A Becond point is this: In addition to carrying the mails the rail
roads ore required to operate many traveling post offices for sorting and
distributing the malls while In transit Rut tho Dost Office Department pays
for such post offices only where yiev occupy whole curs and pavs nothing
In the many cases In which It merely requires the use of post otllco apart-
ments In combination cars although such apartments differ from the full
railway post olllce cars only In size More than 4200 apartments of this
character have been fitted up and are maintained for the exclusive use of
tho Dost Olllco Department Failure to pay for them has been an especial
hardship to the smaller roads on which the Department does not find it
uocossury to utilize wbelo cars
"One last point: In thousands of Instances (though not In all) the Tost
Office Department requires the railroads to mrry tho malls hack and forth
between railroad stations and rest odlces hut pays them nothing for this
extra servlco beyond tho rates covering tho rail transportation Tho rail-
toads liavo no cholco hut to perform this additional service gratis or refuse
to tarry the malls at all
“Now for tho remedies tho railroads ask: They do rot ask to hare tho
malls weighed ilnlly or to have ench shipment weighed and paid for sep-
arately as Is done In the enso of private shippers They merely iSnk to
have the mails weighed and the ray Of tho railroads adjusted at lenst once
a year Instead of once In four years They also ask that apartment pout
office cars ho paid for at reasonable rntes according to slzo Lastly they
ask that the Dost Office Department ceaso to'roqulro of them free messenger
service between stations and post offices and either relievo them of this
service or pay fairly for It These are the reforms the railroads ask of Com
press They Kindly lay these reforms
