MRS HERSCHFELO SURPRISED
What proved to be one of the
prettiest and most' enjoyable so
cal events of the season was the
surprise on Mrs' Ike Herschfeld
of this city at the Herschfeld
home in honor of that estima-
ble lady’s thirty-sixth birthday
Thursday of last week
The affair had been arranged
for several davs and on Thurs-
day Mrs Herschfeld was taken
charge of by her husband who
saw to it that she should have
work and plenty of it at the
Herschfeld stole while a large
number of ladies jourmed to the
residence and after gaining ad
mittance proceeded to re-arrange
the interior to suit them
selves and to prepare for the
coming evening’s festivities
In the dining room ’ was the
real transformation effectec
This room was tastily arranged
and decorated and - the tables
prepared for the birthday sup
per
At 5:30 about fifteen couples
of the Herschfeld friends met a
their home They were all in
the house making merry and a
waiting the arrival of the hosts
when at 6:30 Mr and Mrs Hers
chfeld entered The express:on
and exclamations of that lady
very plainly told to her friends
that the surprise was a very
complete one For a few min
utes there was such a jolly chat
ter and well wishing as might
readily have been expected for
an occasion of this kind after
which the guests were seated at
three large tables to a supper
that was fit for a king The la-
dies having the arrangements at
the home in charge during the
day bad certainly done their
part in the way of preparing
the edibles After being seated
at the tables Mr Bert McCall
in a very neat speech present-
ed Mrs Herschfield with a beau
tiful cut glass cream and sugar
set the grift from her many
friends gathered there for this
occasion The lady was also the
receipient of a lovely cut glass
punch bowl the gift of her
husband
To say that the suDper was de-
licious is about the only way we
can describe it It was muchly
enjoyed by all and each guest
vied with another to make this
affair one of pleasure and re-
membered for many more birth-
days by both Mr and Mrs
Herschfield
The feast over the party ad-
journed to the spacious parlor
where the remainder of the even-
ing was whiled away at various
games and social chats after
which all departed for home
declaring a most enjoyable time
had and with all expressing a
hearty wish that the lovely host
live to enjoy birthdays— many
more of them
Mr and Mrs Herschfield have
been residents of Walters since
last January but during this
time they have made friends
innumerable Both have been
very active in the city’s social
affairs and are known and high-
ly respected by all who have the
pleasure of their acquaintance

trict Boards
That all- schools of the state
will have to close in the future
when the levy for the year is ex-
hausted owing to the fact that
no deficit ::an be created is the
opinion of Attorney General
West rendered some time ago
and in relation to this opinion
and the law with which it deals
State Superintendent R H Wil-
son said Thursday: "There has
been considerable comment re-
cently - relative to a ruling of
the attorney geueral regarding
outstanding indebtedness against
school districts I believe this
ruling has been misunderstood
by many In the first place the
attorney general holds that a
district board cannot crerte an
indetedness when a levy has not
been made for such purpose
He further holds that a school
district must use its income and
reveune for a given year to main-
tain the schools of the district
for that year that no part of
the income or revenue provided
for one year can be used to pay
a supposed indebtedness incur-
red prior to that year
"He also holds that no deficit-
can be created except where a
levy has been made sufficient to
provide funds to maintain the
school and the district has failed
to collect full amount of: the
taxes In this event an out-
standing warrant would be a
valid obligation against the dis-
trict and might be termed deficit
In- this case such warrants
might then be funded into bonds
under the provision of article 7
chapter 8 of the complied laws

"When the levy for any
school district has been exhaust-
ed it has no power to make a
purchase without a vote of the
people This is not a - vicious
law as many seem to think but
is intended only to protect the
interest of the people It per-
haps would have been well to
have provided for the taking
care of the payment of all out-
standing warrants before this
law went into effect Practically
all of these warrants have beefl
given in good faith board and
are being held by innocent pur-
chasers I do not believe it is
the intention of any district or
school officer to avoid the pay-
ment of any just claims On
the other band the people need
protection and school boards
should be cautious in the issuan-
ce of warrants in excess of the
levy made ‘‘The new district
warrant stubb if prqperly kept
will' furnish information that
will protect the cleik in this par-
ticular Certainly the schools
in the future will have to close
when the levey is exhausted re-
gardless of the term contracted”
Election laws taxation laws
and statutes on kindred subjects
should be framed on fixed prin-
ciples laid down by the courts
for a hundred years and should
no lodger’ even in Oklahoma be
made the subject of political ex-
periment and exploitation says
the Shawriee Herald A strict
educational qualification honest-
ly enforced will eliminate the
ignorant and dangerous vote of
every race and become the surst
foudation of Democratic success
and if it is found necessary - to
hold a special session on this
subject' there will a vigorous
fight made to so enact the law
that it will not need to create
friction with the federal consti-
tution but will yet be thorough-
ly effective in limiting the elect-
ive franchise to the intelligent
and capable voter
