(bat state warrants are being discount-
ed at less than par by banks over the
state Attorney General Charles West
just back from hia Colorado vacation
wrote a formal letter to State Treas-
urer Jim Menefee ordering that offi-
cial not to deposit any state funds ih
any bank of the state uatll It could be
determined whether it was discounting
state paper The attorney general will
allow state deposits In no banks dis-
counting state paper
The attorney general bases his de-
mand on the state treasurer on an old
statute providing that the state treas-
urer ehall select the depositories for
state funds subject to the apprpval of
the governor end attorney general
Mr Menefee who has just received
the letter eeemed to think nothing of
great Importance was Involved He
does not know of any discounting on
state warrants he said One of- two
holders of ‘ the publlo building war-
rants which must not be confused with
the regular state warrants had let
them go at a discount it had been un-
derstood in order to realize some
ready cash but the state warrants were
going at par and the public building
warrants eo far as the state is con-
cerned were being sold only at par
and with accrued Interest
The attorney general’s letter In full
follows
“You remember that ta the begin-
ning of this administration I wrote a
protest against the depositing of state
funds in banks that were buying state
warrants at a discount' At a meeting
the board unanimously adopted this
policy and Immeriately the state
warrants went to par and Btayed there
until recorded I am now informed
that state warrants are being bought
by certain banks at less than par
whether any of these banks have state
moneys on deposit I do not know but
you are hereby notified that I with-
draw my consent to the designation of
state depositories under section 7409
of Snyder's statutes and you are no-
tified that I hereby' object and warn
you not to deposit state funds ta any
bank of the state until we tan deter
mine whether such bank directly or
Indirectly is acquiring state warrants
at less than par -

making the depositing of state money
only ta banks of the state and then
in -such banks -only as either pay par
for state warrants or else keep out of
the market altogether that there will
be no difficulty ta keeping the state
paper at par"

munication to the treasurer- with the
statement that he talked the matter
