Probably the most significant ut-
terance in regard to the disturbances
in Russia is reported from Germany
where Russia is belter understood
than it is anywhere else outsfde of
Russia The Berlin statesmen give
it as their opinion that the present
outbreak will not result in a revolu-
tion because it is not supported by
the majority of the population
They add naively that it lacks the
support of the majority of the peo-
ple because the government controls
the telegraphs and railroads and
they might have added that the
government controls the telegraphs
and railroads because it-owns them
This hint conies from Beiliu but
we are not dependent on foreign
sources for this information We
all know that Russia furnishes a
tolerably good illustration of state
socialism
So that the Russian outbreak lias
brought us face to face' with this
instructive fact that the moat cor
lupt and oppressive tyranny on the
face of the earth is able to perpein
ate itself by means of of the -government
ownership of public utili-
ties and could not exist a week
without it Russia would rise like
one man atid throw off the autocrat
ic yoke if private corporations and
not the government owned and
operated the telegraphs and rail-
roads The same thing might happen in
the freest and most enlightened
country on the globe by the adop-
tion of government ownership If
the state of Illinois owned these
means of communication the gov-
ernor of the state if an unprinci-
pled man might reelect himself
ind finitely' It the federal govern
ment owned them the president
might defeat the will of the people
in -the same way To interrupt
travel and telpgrapliio communica-
tion would interfere with the free
agency of the people aR effectually
as to shut off their breath -
It may be said that our rulers are
too wise and paifiotic too pure arid
noble-heaited too unselfish and
philanlhropieal to pervert the func
tiona of government this way but
if they are all this we can only say
link we ought to make them all
hereditary autocrats for monarchy
is the best government imaginable
if only the monarch is unfailingly
wise and good The naked truth is

to homestead entry In southwest-
ern Oklahoma the unoccupied lands
are mostly mountainous find broken

homes or for speculation' Espec-
ially in the west it is being home-
steaded rapidly - In Beaver - and
Woodward couniDs there are miles
upon miles of first class grazing
lands and this is considered very
valuable even if it cannot he utiliz-
ed for agricultural purposes

entry are scattered over the territory

of the bill would reach much further
than merely to eat down the enor
mous salaries of the district court

supreme bench Some district court
