now shaking up the great state
ot Missouri from the Des Moines
river to the classic i uwskin and
from Atchison countj to I'eini*
scot. The dragnet of judjeial
inquiry has •caught a number ol
virtuous statesmen of both polit-
ical parties and is .Busing coltl
rigors to run up and down tin
spine of more than one lofty po-
litician and is imlucing several
railroad magnates to hide out.
Uilliain Phelps the astute and
facile general solicitor of the
Missouri Pacific, seems to have
drifted out upon an unknown and
unexplored sea. Lieut. Ciov.
Lee was last heard from in

some of our distant insular pos-

scure section of St. Louis. The

Unpkr the instructions given
to the grand jury by Judge Beau-
champ,the officers who have been
conducting the affairs of our city
are a'l indictable. The question
naturally arises what wtli the
grand jury do? Mr. Houston
was the city attorney and re-
ceived two dollars in each of
the cases where there were al
leged convictious. The Judgi
estimates that these tees were il-
legal. If so then the police
judge would also be involved. It
would appear that the council-
men who sanctioned this arrang-
ment were also morally guilty of
a violation ot the 1st. In fact it
was a species or John Doe busi-
ness. But there is one thing to
be said for Judge Roach and
that is. he never willingly con-
cealed the real name oi an offen-
der. although Niles Houston, J.
C. Moore and others attempted
to induce him to falsify his dock-
et by inserting the name of Rich-
ard Roe insterd of John L. Mc-
Atee. The city council laid out
the work ami the oftirials execut-
ed it. That body instituted a
kind of license scheme under the
guise of a graduated mouthly
fine and allowed gambling houses
to run and siloona to sell on Sun-
day. Judge Beauchamp says
they hare guilty knowledge and
are indictable.
Tais paper doubts the wisdom
•f the council in granting a
twenty-year franchise to the
Eltctrio Light Co. We are not
as yet informed what they prom-
ise tor thii. valuable concession.
It has, however, been apparent
for a year or more that Enid, by
reason ct its rapid growth,
needs a day service. If the com-
pany can so enlarge its plant
that it will be capable of operat-
ing motors and operating a street
car line, we see some reason why
u franchise worth $50,000 a year ,
should have been given away.
Still the trend of public opinion j
today is that such franchises j
should be sold to the highest |
bidder, or better still should be
owned and operated by the city. |

now be had on the railroads,
which at preseut are building in
all directions. Any intelligent
young man. capable of being a
pood farmer, can make better
wages on the dump than on the
farm, and there is always the
hope of promotion and securing a
permanent place in the railroad
service.

cliattip's instructions, any lawyer,

moral man. The editor of this
paper watched at least one of
the lawyers of this bar and an
ex-official, playing roulette manv
times, losing and winning con-

this connection would inquire
